Title: Assistant Project Manager (Federal Construction)

Location: Vienna, VA

Status: Full Time

Position Summary:

Midnight Sun is seeking an Assistant Project Manager (APM) to join our team supporting Federal construction contracts in the Vienna, Virginia office and surrounding DC Metro Area. The APM will assist the Project Manager with administrative, managerial, and client service tasks related to scheduling, estimating, budgeting, subcontractor management, and client service.

Duties/Responsibilities:

  • Assist with planning, budgeting, and execution of construction and facilities projects, including Davis-Bacon regulated contracts
  • Develop and review scopes of work (SOW) through site visits, client input, and existing conditions
  • Support project scheduling and coordination with internal teams and subcontractors
  • Prepare cost estimates based on drawings, specifications, and line-item tools such as RS Means
  • Solicit and review subcontractor/vendor proposals for compliance with project requirements
  • Track project progress, maintain logs, and provide regular status updates
  • Coordinate project closeout, including final walkthroughs, required documentation, and As-Built drawings
  • Prepare and manage purchase orders, material tracking, and related procurement tasks
  • Monitor and track compliance with Davis-Bacon wage determinations, including certified payroll reporting and labor classification accuracy
  • Collect, review, and submit certified payroll records in accordance with applicable regulations
  • Ensure subcontractor adherence to prevailing wage requirements and support resolution of any wage-related discrepancies
  • Supervise field staff as needed and support workforce onboarding and performance
  • Liaise with clients, vendors, and internal departments to resolve issues and ensure service delivery
  • Maintain customer service availability for issue escalation, including after-hours support

Minimum Requirements:

Education/Experience

  • High school diploma or equivalent; associate or bachelor's degree in construction management, engineering, or related field preferred
  • 2+ years of relevant experience in construction, facilities, or project coordination roles

Knowledge/Skills/Abilities

  • Familiarity with Davis-Bacon Act requirements, prevailing wage tracking, and certified payroll reporting
  • Proficiency with MS Office Suite (Excel, Word, Outlook);
  • Experience with project management and estimating tools such as RS Means preferred
  • Strong organizational and communication skills, with the ability to coordinate among multiple teams and subcontractors
  • Ability to read and interpret construction drawings, specifications, and scopes of work

Certifications/Licenses/Other

  • Valid driver's license
  • First Aid/CPR
  • OSHA 10 or OSHA 30
  • Must be able to obtain/maintain access to all client sites and comply with all site-specific security and access requirements

Work Environment:

This position operates in both office and field environments. Time will be divided between indoor administrative settings and active construction job sites. The role requires working in dynamic outdoor conditions and may involve exposure to:

  • Varying weather, including rain, snow, wind, heat, and cold
  • Uneven terrain, construction equipment, and materials
  • Noise, dust, and other job site-related hazards

Personal protective equipment (PPE) is required on all active job sites.

Physical Demands:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job:

  • Frequently walking, standing, and navigating active construction areas
  • Occasionally lifting and carrying materials or equipment up to 30 pounds
  • Using hands to operate computers, phones, and other office or field equipment
  • Ability to climb stairs or ladders and conduct site walkthroughs in unfinished or outdoor areas
  • Visual acuity to read drawings, perform inspections, and review detailed documentation
