Unless specifically stated otherwise, this role is "On-Site" at the location detailed in the job post. Purpose: Colonna's Shipyard is seeking a Material Planner and Estimator. The Material Planner and Estimator plays a hybrid role, responsible for analyzing project specifications and technical documentation to estimate material needs and coordinating the procurement process to ensure timely, cost-effective delivery. This role requires strong collaboration with engineering, production, vendors, and internal teams to support project execution. The position is located onsite in Norfolk, VA and will often require hours beyond a standard work week with flexible schedule availability to support production/operations. Position may require limited travel. Job Description: Estimating Responsibilities: Analyze blueprints, drawings, specifications, and other documentation to develop accurate material estimates for both commercial and government ship repair projects. Identify scope of work and assess material costs based on project needs and specification requirements. Collaborate with estimating and project teams to clarify requirements and align estimates with scheduling and yard workload. Provide complete material bid packages to internal stakeholders for review and approval. Evaluate the cost-effectiveness of purchasing versus in-house production for components. Maintain material supplier directories for estimating and bidding purposes. Monitor ongoing projects for specification deviations that affect material needs. Production Procurement Responsibilities: Prepare purchase requisitions, ensuring accuracy, timely delivery, and compliance with specifications and contract requirements. Monitor the full life cycle of purchase orders in procurement/accounting systems (e.g., Deltek Costpoint) to include implementing into Costpoint, tracking Purchase order issuance from the Purchasing department and delivery details. Contact vendors to expedite deliveries, resolve delays, and communicate updates to internal stakeholders. Create and submit weekly material status reports for active jobs. Provide material status feedback to project team for schedule updates. Analyze supplier profiles and pricing to identify best-value vendors, emphasizing local sources when possible. Work closely with logistics staff to ensure proper pickup, delivery, and inventory flow. Estimate material costs associated with change orders and project scope modifications. Maintain procurement records for compliance, cost tracking, and quality assurance. Resolve discrepancies with defective or incorrect goods in coordination with inspection and quality teams. Safety & Compliance: Promote and ensure compliance with all Safe Operations protocols, including PPE use. Participate in safety briefings, reporting near misses, and maintaining clean, safe work areas. Must be familiar with marine vessel terminology and project specifications. Must have experience using procurement software. Must have a strong understanding of Microsoft Office Suite (Excel, Word, Outlook). Must be able to read and interpret blueprints, specifications, and contracts. Must have excellent organizational, problem-solving, and negotiation skills as well as excellent verbal and written communication skills. Must be able to handle multiple projects independently and meet tight deadlines. Must be able to obtain base or shipyard access, if required. Preferred Qualifications: Experience with Deltek Costpoint preferred. Familiarity with vendor networks in the Hampton Roads area is preferred. Security Requirements: Must be able to obtain and maintain access to government installations (DBIDS). Must be a US Citizen. Travel Requirements: Minimal Travel; 10% or less. Physical Requirements: Must be able to lift, carry and transport heavy equipment and boxes. The exact weight requirements will be determined by the specific job, but no less than 20 lbs. Remaining in a stationary position, often standing, or sitting for prolonged periods. Able to sit and work on a computer for long periods of time.
