Under the general direction of the Director of Capital Programs, the Chief of Construction performs the most complex construction tasks relative to this area of responsibility; administers and participates in design activities (as needed) and all construction project activities; ensures construction work quality and adherence to established construction codes; supervises, assigns, and reviews the work of staff responsible for the commission of construction projects; responsible for supervising, assigning, and reviewing the work of subordinate or contracted construction and engineering staff (during construction) and general contractors. The Chief of Construction may also be responsible for overseeing the work of outside consultants or assisting higher level managerial staff in planning and evaluating the quantity and quality of work performed by subordinate staff.
1. Provides direct supervision to all resident engineers
2. Provides direct and indirect supervision of all construction projects.
3. Assumes management responsibility for the coordination and execution of assigned construction projects; directs construction management, resident engineer and construction management activities.
4. Coordinates with and obtains approval for appropriate commission divisions and departments responsible for planning, budgeting, overseeing, and implementing the most complex, and large scale, construction projects.
5. Establishes schedules and methods for providing project administration services.
6. Oversees the inspection and verification of quantities of materials; ensures adherence to specifications; identifies resource needs; monitors progress of large-scale construction projects; allocates resources accordingly.
7. Plans, prioritizes, assigns, and may supervise and review the work of staff responsible for performing a variety of professional engineering, design or construction duties.
8. May serve as resident engineer or supervise those assigned as resident engineer on assigned construction project.
9. Represents the agency with full authority to enforce contract requirements.
10. Evaluates proposed contract changes.
11. Prepares independent engineering cost estimates of revised project scopes.
12. Inspects construction at substantial and final completion stages.
13. Assess project and program risks related to construction, perform risk analysis, and recommend mitigation strategies.
14. Participates in the preparation and administration of assigned program budget; submits budget recommendations; monitors expenditures; initiates and evaluates design and field engineering changes during construction.
15. Recommends approval of and submits contractors progress payment applications; recommends retention levels as appropriate.
16. Coordinates with other divisions, departments and outside agencies on areas of work within their jurisdiction; administers control of required documentation for construction contracts.
17. Prepares or reviews a variety of reports and correspondence on assigned construction projects including inspectors daily reports, monthly and final completion reports, contract modifications, and field or design engineering changes; participates in the resolution of construction contract claim issues.
18. Assists and advises the agency in construction management and related issues associated with construction projects. Assess project risks and suggest mitigation strategies.
19. Manages and monitors construction contracts by providing services that include technical support, project communication/record keeping, meeting coordination, cost and schedule management, coordination with other agencies, project reporting and project close-out.
20. Monitor and manage construction management services which include the following: manage, administer, monitor, oversee, and interface with the construction contractor (Contractor) on construction projects in accordance with the agencys policies/procedures/protocols and the construction contract documents.
21. Assists the agency Procurement and Contracts department in developing solicitation documents, evaluating bids, labor compliance, contract provisions, etc.
22. Evaluates and makes recommendations on improving work methods and procedures and resolving various project implementation issues.
23. Performs all other duties as assigned or required.
