Pay Range: $100K - $140K per year plus benefits

Anticipated Start Date: September 2025

Project Duration: 1.5 years

Project Details (Size, SOW, Site Background, etc.):

  • SOW: The required support shall be needed to meet the Electronic Health Record Modernization (EHRM) infrastructure upgrades across Salem, VA VAMC

Daily Responsibilities:

The Senior Architect/Engineer (CM-SA/E) will be assigned full-time, on-site, for the duration of the EHRM Construction Project. This professional provides technical consultation and support across all aspects of operations, renovation, and new construction efforts. Responsibilities include direct support to the Contracting Officer and Contracting Officers Representative in project management, engineering oversight, planning, compliance, cost control, and quality assurance activities.

  • Monitor and manage all project financial data including budgeting, cost tracking, and contract change orders.
  • Maintain and update financial records: spreadsheets for funding allocations, obligations, expenditures, and payments.
  • Prepare cost estimates, review contractor proposals, and compile change order documentation for Contracting Officer approval.
  • Record daily construction activities, documenting significant events that affect progress.
  • Maintain a current and accurate project schedule; compare with contractor-provided timelines and identify discrepancies.
  • Report schedule delays and propose corrective actions to the Resident Engineer.
  • Attend or lead regular project meetings (weekly/bi-weekly) to review progress, budgets, and schedules.
  • Review contractor payment applications and assist with payment processing for the VA.
  • Maintain detailed records of project events to support issue resolution and claim defense.
  • Facilitate and document project meetings with stakeholders to resolve construction-related issues.
  • Coordinate with independent testing laboratories to ensure quality control for materials and installations, including:
    • Soil, concrete, precast elements, steel, fireproofing, roofing, glazing systems, and elevators.
  • Provide commissioning services including:
    • Start-up planning and scheduling.
    • System calibration and performance testing.
    • Team coordination and training oversight.
    • Collection and validation of O&M documentation.
  • Maintain and annotate project drawings for future as-built records.
  • Conduct ongoing inspections; identify non-conforming work and notify VA and contractor for resolution.
  • Generate and manage punch lists of defects and ensure corrective follow-through.
  • Assist in relocation coordination and manage installation of Owner-furnished equipment.
  • Handle submittal reviews, RFI responses, daily activity logs, and project documentation control.
  • Oversee project closeout procedures including submittals, documentation, and final inspections.
  • Perform any additional construction-related services as required by the VA.

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):

  • Must hold a four (4) year Bachelor of Science Degree from an accredited institution in Architecture or Engineering.
  • Minimum of six (6) years of experience as an Architect, Engineer, or Construction Manager during both design and construction phases.
  • Experience with medical facility construction is a plus.
  • Must provide three (3) project examples of similar scale and complexity where the candidate held a comparable role.
  • Education Substitution: Degree requirement may be waived with fifteen (15) years of directly related experience.
  • Professional Experience must include at least seven (7) years managing facility construction projects, including:
    • Supervision of engineering, design, and construction teams.
    • Oversight of schedule control, cost management, and program budgeting.
    • Full responsibility for project management across all phases.
  • Must actively participate in the Quality Assurance Surveillance Program and fulfill all contractual obligations.

Preferred Qualifications:

  • Experience as a CMa managing VA projects
  • Experience as a CMa managing Medical projects
  • The licensure for staff architects/engineers will be considered preferable, but not required
