Public Response Supervisor (Code Enforcement)

The City of Henderson announces an examination to create an eligibility list and to fill one (1) vacancy for the classification of Public Response Supervisor in the Department of Community Development and Services. The eligibility list may be utilized to fill vacancies for this classification for up to six (6) months or up to one (1) year, depending on employment status.**

Under limited supervision, oversees work assignments of assigned staff, to include delegation and review of workload; resolves complaints; supervises investigations and enforcement actions to ensure compliance with property maintenance, building, zoning, nuisance, public health, park rules, and other municipal codes and regulations; and performs related duties as required.

WORK SCHEDULE: The training schedule will be Monday through Thursday. Once training is complete, the incumbent may be scheduled Tuesday through Friday, 6:30 a.m. to 4:30 p.m.. This shift is in support of operations which are Monday - Saturday. Incumbent may be required to work an alternative or flexible work schedule, outside of normal business hours, which may include evenings, weekends, holidays, and/or extended hours.

PHYSICAL WORK ENVIRONMENT:

Incumbent may expect to primarily work independently in-field locations. Incumbent will be exposed to varying weather conditions and outdoor environments including excessive heat and cold. Travel between worksites and locations will be necessary via City motor vehicle, bicycle, and/or cart. Air conditioning and heat may not be available via all methods of travel. Incumbent may also expect to encounter and interact with persons who are uncooperative, experiencing crisis, or experiencing homelessness.

** NOTE TO CURRENT EMPLOYEES:
  • Pursuant to the Teamsters collective bargaining agreement, full-time non-probationary employees successfully completing the assessment process will be placed on an eligibility list to be used to fill vacancies in this classification for up to six (6) months.
  • The City of Henderson may elect to test probationary full-time, part-time, and temporary employees who meet the minimum qualifications if there are an insufficient number of full-time non-probationary employees who meet the minimum qualifications or successfully pass the assessment process, or if there are a large number of vacancies or anticipated vacancies in the classification. Probationary full-time, part-time, and temporary employees who successfully complete the testing process will be placed on a separate list which may be utilized for up to one (1) year. If the vacancy is not filled by full-time non-probationary employees as outlined in the Teamsters contract, this separate list may be utilized.

  • Graduation from high school or the equivalent
  • Three (3) years of experience in code enforcement
  • Note: An equivalent combination of related education, experience, and training may be considered
  • Must possess one (1) of the following certifications at the time of application:
    • Residential Building Inspector from the International Code Council (ICC)
    • Residential Plumbing Inspector from the ICC or from the International Association of Plumbing and Mechanical Officials (IAPMO)
    • Residential Mechanical Inspector from the ICC or IAPMO
    • Residential Electrical Inspector from the ICC or International Association of Electrical Inspectors (IAEI)
  • Must possess the Property Maintenance and Housing Inspection Certification from the American Association of Code Enforcement (AACE) or the International Code Council (ICC) within six (6) months of hire
  • Must possess and maintain a valid Nevada or border state drivers license, as defined by NRS 483
  • Must pass a nationwide fingerprint-based record check, and a wants/warrants check
  • Will be required to complete Security Awareness and National Law Enforcement Telecommunications Systems (Nlets) Network/Nevada Civil and Criminal Information Systems (NCCIS) certification within six (6) months of hire/transfer and be recertified every two (2) years. Must maintain certifications as a condition of continued employment
  • All required licenses and certificates, as mandated by local, state, and federal laws, or as required herein, must be obtained and maintained as a condition of continued employment and at the incumbents expense
  • Desirable: Bachelors Degree from an accredited college or university in Community Development, Planning, Public Administration, Business Administration, Criminal Justice, or a related field
  • Desirable: Designation as a Certified Code Enforcement Administrator (CCEA) from the American Association of Code Enforcement (AACE) or the International Code Council (ICC)
  • Desirable: Experience supervising, training, and evaluating the work of professional and technical staff in a government setting
