Construction Project Engineer

Actalent is currently seeking a qualified construction project engineer for a position in the Portland Metro Area. This person will analyze information gathered at site inspections, blueprints, specifications, proposals, and other documentation. Must have a basic understanding of surveying practices and accompanying equipment. Coordinate and conduct pre-construction surveys to identify potential risks, verify original site conditions, and attend pre-construction meetings. Coordinate project schedules and monitor overall construction progress.

Responsibilities

• Review subcontract quotations with project estimator.
• Participate in subcontract negotiations and subcontract preparation.
• Work directly with subcontractors and monitor subcontractor pay estimates and submittals.
• Review vendor/supplier quotations with project estimator.
• Timely ordering of contract materials, remain abreast of delivery schedules, and inventory all delivered materials.
• Monitor all required submittals (Certificates, shop drawings, catalog cuts, samples, etc.) and ensure that all pay invoices are reviewed, cost coded, approved, and submitted for payment.
• Assure that details and submittals are received, submitted, and processed.
• Supervise submittal of control data.
• Maintain project files, such as plans, specifications, budget information, schedules correspondence, and design changes.
• Coordinate Quality Control testing and inspection by various agencies.
• Prepare, process, and submit project documentation, such as RFIs, shop drawings, and notifications of changes to the owner for approval.
• Maintain current RFI and Submittal Logs.
• Estimate, prepare, and submit Change Order requests to the owner and negotiate Change Orders with the owner. This includes all costs associated with changes including direct labor costs, equipment costs, material costs, subcontract costs, and project overhead costs. Maintain current Change Order Log and follow up with owner approvals.
• Oversee the implementation of adequate safety plans, safety meetings, method statements, and safe working practices as required by the company and the state.
• Comprehend and follow occupational safety and health regulations, other state and federal regulations governing the construction industry, and company practices and procedures.
• Prepare and process all project closing documentation ("as-built" drawings, operation and maintenance manuals, final acceptance letters, Notice of Completion, final billing invoices, retention billing) and obtain lien releases from subcontractors and material suppliers.

• Construction management experience
• Experience with RFIs, site development, project scheduling, heavy civil construction, blueprint reading, and change orders
• Proficient with HCSS HeavyJob, HeavyBid, MS Project, or similar construction management software
• Onsite construction experience required

• Bachelors Degree in Civil Engineering, Construction Management, or an equivalent field preferred
• Experience with construction documentation management, subcontract administration, and estimation
• Proficient with Vista software
• Must have local pacific northwest expereince

The pay range for this position is $75000.00 - $85000.00/hr.
