JOB FAMILY SUMMARY PURPOSE:
Under the direction of the Manager of Grid Strategy, Planning & Permitting, is responsible for long-term planning, right-of-way determination and acquisition, permitting, and meeting regulatory requirements in preparation for the execution of EPE Energy Delivery capital projects.
EDUCATION:
- Bachelor's degree in Engineering, Project Management, Construction Management, Urban & Regional Planning, Computer Science, Mathematics, Finance, Statistics, Information Systems, or Business; or an equivalent combination of related education, training and experience.
EXPERIENCE:
- 0-5 years or more experience required.
MINIMUM KNOWLEDGE, SKILLS & ABILITIES:
- Experience in project management related to Transmission and Distribution (T&D) planning and permitting practices or utility facilities preferred.
- Knowledge of Environmental and Regulatory permitting requirements relative to the construction and operation of T&D facilities, preferred.
- Knowledge of project management processes and procedures.
- Proficient in the use of several software applications such as spreadsheets, word processing, scheduling, and presentation packages. Microsoft Office Suite experience preferred.
- Knowledge of project management scheduling tools such as Primavera (P6) or MS Project.
- Ability to effectively manage several tasks at the same time, meet deadlines, and maintain project scope.
- Effective verbal and written communication skills are critical for this function. Individuals must effectively lead critical project meetings, then track and report on the meeting action items.
- Ability to maintain effective working relationships with officers, managers, supervisors, fellow employees, agencies, and the public.
- Ability to effectively manage a project team.
- Ability to manage and understand the project management "iron triangle" relationships between project scope, schedule, and budget.
ESSENTIAL JOB FUNCTIONS:
- Based on EPE's System Plan, manage ROW critical issue analysis, feasibility studies, routing studies, and documentation required (compliance and regulatory) for the filing of CCN applications. Work towards establishing clear Milestones for all these tasks.
- Based on EPE's Distribution Plan, manage and coordinate requirements for land acquisition needs, including site analysis and necessary preliminary easement studies and routes. Work towards ensuring every alternative is explored, but if Eminent Domain is the last resort, prepare documentation required to effectively execute condemnation procedures.
- Manage requirements for System Planning studies between stakeholders. This shall include coordination of 5-year, 10-year, 15-year, and 20-year Power Flow studies to incorporate System Plan and Distribution Plan requirements.
- Engagement with Governmental Agencies (City, County, State, Federal) for planned commercial developments, industrial & manufacturing customers, and highway projects (TxDOT & NMDOT). This function is in close collaboration with EPE's Government Affairs Department.
- Manage and coordinate strategy to meet Transmission Level Customer inquiries and requests (excluding Large Load Data Centers). This task shall include coordinating preliminary information required from the TSR Office departments, coordinating governmental agency engagement, and in collaboration with EPE's System and Distribution Plans. This function shall also include managing applications and payment for all Transmission Level Customers.
- Manage the preparation of the NMPRC Annual Report and the PUCT Monthly Transmission Construction Report for the Energy Delivery Department. Legal and Regulatory to provide final approval of reports and responsible for filing of reports.
- Assists in identifying and implementing best practices and lessons learned.
- Ability to maintain a strong sense of propriety concerning confidential matters, specifically in dealing with highly sensitive data center entities and in the realm of renewable interconnection customers.
- Valid driver's license and be in compliance with the Company's Driving Program policy.
- Complies with all applicable Company policies, procedures, and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.
- Perform other related tasks that are not included but are within the context of the duties defined.
