Under the direction of the City Engineer or Engineering Services Director, the CIP Construction Manager serves as the lead for all construction-related activities tied to the City's Capital Improvement Program (CIP). The position emphasizes a focused leadership role in managing the construction of CIP-funded municipal infrastructure projects, building upon the departments established practices in construction oversight and project delivery. The CIP Construction Manager oversees construction inspection activities, supervises inspection staff, and coordinates with internal departments, consultants, utility companies, and contractors to ensure successful delivery of city infrastructure projects including roadways, utilities, drainage systems, and public facilities. The position also manages the inspection of infrastructure built as part of private development and all construction activities occurring within the public right-of-way· Oversee and manage all construction inspection activities for CIP projects, private development infrastructure, and construction within the public right-of-way.
· Evaluate construction inspection workload and assign appropriate staff resources to ensure adequate construction oversight.
· Review construction plans and advise engineering staff on constructability issues related to CIP projects and right-of-way improvements.
· Conduct site visits to ensure construction is performed in accordance with applicable federal, state, and local laws and codes.
· Plan and conduct regular project progress/status meetings with Engineering staff, contractors, and consultants.
· Analyze field construction problems and recommend or assist engineers in identifying corrective actions.
· Coordinate with other City departments, utility companies, landowners, and other partners before and during construction.
· Review and approve contractor invoices, change orders, and pay applications. Prepare progress and cost tracking reports.
· Review daily inspector reports and project documentation for accuracy and completeness. Audit inspection files and daily diaries.
· Provide input to supervisors regarding the work performance of inspection staff. Train staff and recommend training opportunities.
· Develop and oversee materials testing contracts. Assign and manage testing as needed.
· Develop and implement quality control and safety programs.
· Inspect forms, materials, workmanship, and traffic control devices for compliance with plans and specifications. Ensure traffic control complies with the Texas Manual on Uniform Traffic Control Devices (TMUTCD).
· Ensure the proper updating of record drawings (As-Built).
· Maintain emergency contact lists and coordinate communication during emergencies affecting construction.
· Assist with developing the five-year CIP plan.
· Participate in public and interdepartmental meetings and serve as liaison to the public as needed.
· Participate in the development and updating of construction-related policies, procedures, and standard specifications.
· Coordinate with environmental and permitting agencies to ensure construction activities meet stormwater, erosion control, and environmental protection standards.
· Monitor and report on project milestones and key performance indicators (KPIs) to department leadership.
· Provide input into capital planning and strategic infrastructure investment decisions.
· Research and implement construction technologies or practices that improve project delivery, quality, or sustainability.
· Perform occasional survey work as requested by engineering staff.
· Perform related duties as assigned.
Physical and Environmental Conditions:
Duties are performed in both office and field settings. Must be able to sit, stand, bend, kneel, climb, drive a vehicle, and lift inspection/testing equipment during site visits. Exposure to seasonal weather is required. Must be able to communicate via hand-held radio and operate personal computers, printers, calculators, scanners, and large document copiers.· College degree in civil engineering, construction management, or related field preferred.
· Ten (10) years of experience in civil construction inspection and/or trades. Preference for candidates with municipal CIP project experience.· Valid Texas Driver's License and good driving record required.
· Construction-related certifications preferred.
· Extensive knowledge of engineering standards and construction practices for roadways, utilities, drainage, and structures.· Strong knowledge of federal, state, and local construction and safety regulations.
· Skilled in reading and interpreting construction drawings, technical documents, and survey field notes.
· Skilled in the use of testing and measuring equipment, AutoCAD (preferred), and standard office technology.
· Strong interpersonal and communication skills to coordinate with staff, contractors, and external agencies.
· Ability to respond to field inquiries, resolve issues, and clearly communicate project requirements
