The Public Works Construction Inspector II leads and participates in reviewing approved major complex technical public works construction plans and conducts on-site observations of construction projects to ensure that work is done in compliance with specifications. This is distinguished from the Public Works Construction Inspector I due to its responsibility of leading and training staff and inspecting major complex construction activity.

Essential Functions:

Work assignments may vary depending on the department's need and will be communicated to the applicant or incumbent by the supervisor.

  • Leads, assigns work, trains staff and interprets approved major complex construction plans, specifications and special provisions as a basis for conducting all construction inspection activity;

  • Inspects major construction of concrete structures such as bridges, overpasses and box culverts for placement of concrete, false-work and forms, steel reinforcement, rebar and caissons for general compliance with county specifications;

  • Inspects earthwork operations including clearing of construction site, roadway, drainage and structural excavations, backfill operations and embankment fills or trenches, bedding, shading, backfill and other elements of construction for compliance with county specifications and standards;

  • Performs sub-grade and aggregate base course inspection for materials stability, width of roadway and gradation;

  • Inspects asphaltic concrete paving and chip seal operations or piping, aggregate base course, concrete, paving and other construction materials for compliance with county specifications and approved plans;

  • Oversees and participates in the coordination with contractors, architects and various departmental sections in order to meet requirements and provisions set forth in the construction plans;

  • Ensures traffic control and work-site safety measures are taken;

  • Oversees daily site checks to review and monitor construction progress;

  • Conducts informal pre-construction meeting with site foreman to review requirements and provisions set forth in the construction plans;

  • Resolves issues with site foreman over identified noncompliance;

  • Serves as departmental liaison with the project contractor, other agencies and the private sector and accompanies visiting inspectors representing public or other agencies having jurisdiction over the project and reports the outcome of such inspections to management;

  • Works with utility companies to establish desirable locations for utilities given construction constraints and inspects installation of utility and drainage pipes;

  • Maintains daily records, written reports and pictorial documentation of contractor's work performed, validates monthly pay estimates and compiles post-construction documentation.

Minimum Qualifications:

Three years of experience inspecting construction projects such as sewers, water lines, roadways, bridges or flood control channels INCLUDING two years of experience inspecting public works construction projects.

(Relevant experience and/or education from an accredited college or university may be substituted.)

OR:

Two years of experience with Pima County as a Public Works Construction Inspector I, or a similar level position which is responsible for inspecting public works construction projects.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

  • Experience with/knowledge of the construction and installation of new and existing utilities including pavement and vegetation restoration for permitted/unpermitted activities within Pima County Right-of-Way.

  • Experience with/knowledge of investigating and resolving encroachment complaints from the public, county officials, other county departments and outside agencies.

  • Experience with/knowledge of plan review, field survey, highway construction, materials testing, training others in testing procedures, ensuring materials and construction practices follow current PAG Specifications For Standard Improvements and Details.

  • Experience with/knowledge of the review for acceptance/rejection of temporary traffic control plans submitted by various contractors, utility companies and barricade companies for work in Pima County Right-of-Way.

  • Experience with/knowledge of web based programs such as ACCELA , Maximo, and Microsoft Office.

Selection Procedure:

Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Supplemental Information:

Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record. All positions require a valid Arizona Class D driver license at the time of application or appointment. Failure to obtain / maintain the required licensure shall be grounds for termination.

Special Notice Items: All positions may carry the risk of exposure to infectious diseases and asbestos found in construction, wastewater and sewage products, therefore special medical screening prior to and during employment may be necessary to assure employee health and safety. Some positions require working at, near or in busy automotive and construction equipment traffic patterns. Any required safety training and equipment will be provided. Employees in this classification may encounter potentially harmful wildlife (reptiles, such as snakes, lizards, etc.), insects and plants. The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County.

Physical/Sensory Requirements: Some employees within this classification may be required to routinely lift equipment or other items (such as utility access covers) weighing up to 100 pounds. Employees must be able to: operate assigned vehicles in all weather conditions and on differing road surfaces, work in and traverse rough terrain on foot, recognize industry-standard colors used for marking underground utility services/electrical wiring/equipment and properly maintain and wear required protective clothing and equipment. Other physical and sensory abilities will be determined by position.
