Overview
The Project Manager - Community Development - ECO oversees initiatives related to the Office of Economic Development's Community Development program which has a primary focus on supporting the creation of living wage jobs, expanding the City's tax base, increasing investment in Target Areas as defined in the City's Economic Development Incentive Policy, creating or retaining jobs for low-and moderate-income communities, and fulfilling other public purposes in accordance with Chapter 373 and Chapter 380 of the Texas Local Government Code and the City's Community Development Plan. This position may also provide oversight for the City's New Market Tax Credit Program and the Office of Economic Development's Predevelopment Assistance Program which provides predevelopment loans to community developers and certified minority owned businesses.
Essential Functions
1 Serves as the primary point person for OED's Community Development Program, and Predevelopment Assistance Program inquiries; solicits and responds to Community Development and Predevelopment Assistance funding proposals.
2 Leads project discussions and negotiates such opportunities into term sheets as appropriate.
3 Determines gap financing needs, structures gap incentive proposals, and agreement requirements; ensures the project scope, budget, logistics, and schedule are agreed upon and adhered to.
4 Develops offer letters for incentives and oversees projects through Council action, contract execution and compliance with terms and conditions.
5 Develops collaborative partnerships with community based non-profit developers, certified women and minority owned businesses, and other community stakeholders.
6 Work with private sector and city, county and state government officials.
7 Develops, recommends, and implements policy recommendations and targeted economic development strategies related to community development and generates appropriate materials to communicate these strategies.
8 Provides project management on all projects assigned.
9 Responsible for staying abreast of economic development projects; real estate transactions, planned development, market trends, major property owners, main stakeholders, and other relevant information.
10 Provides supervision and direction for other staff involved in economic development projects and initiatives.
11 Performs any and all other work as needed or assigned by the Assistant Director and/or Director.
Knowledge and Skills
1 Working knowledge of city, state and federal real estate and community development programs and incentives
2 Ability to gain expertise in local, state, and federal economic development incentives and programs such as the Texas Local Government Code (Chapter 380; Chapter 378; Chapter 373), New Markets Tax Credits, the City's Economic Development Policy, and the City's Economic Development Incentive Policy.
3 Must have excellent communicative skills, both oral and written for use in the development of presentations, reports and collateral materials.
4 Ability to communicate effectively with internal and external stakeholders at all levels and conduct presentations to various audiences.
5 Ability to exercise sound judgment, tact, creativity, resourcefulness, and leadership in dealing with city staff, the public, local government/state/federal officials, committees and boards, and private businesses.
6 Ability to meet deadlines which at times may not be negotiable and may require extended work hours.
7 Ability to prioritize and organize work assignments to meet all deadlines.
8 Ability to interpret, compile, analyze, present results and/or draft reports or determinations related to contractual agreements and economic data.
9 Proficient in the use of Microsoft Office (especially Excel, Word, PowerPoint, Outlook) and/or Salesforce.
10 Ability to work well both independently and as a part of a team.
Education
Master's degree or bachelor's degree from a four-year accredited college in Urban Planning, Public Administration, Public Policy, Public Affairs, Government, Urban Studies, Economic Development, Real Estate Development, Economics, Business Management, GIS, Finance, or an Economics-related field.
Experience
A minimum of six (6) years of progressive working experience in an economic development organization (public or private organization) including a minimum of three (3) years of supervisory or project management responsibilities.
Licenses and Certifications
This position may need to have an Economic Development Finance Professional Certification or comparable professional certification or be willing to secure such certification during the probationary period of employment.
Salary Range
$85,183.59 - $106,479.49
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
