The Human Resources Department is accepting applications for the position of Building Inspector. This is a Promotional recruitment; only regular City employees are eligible to apply.
IDEAL CANDIDATE: The ideal candidate will have experience performing inspections of residential, commercial and industrial construction on behalf of a public or government agency. They will have a proven record of strong customer service skills, and knowledge and skills to investigate and secure compliance with housing, zoning and general land use standards, as well as the adopted Building, Electrical, Mechanical, Plumbing, Green Building, Disabled Access and Energy Codes. Possession of a Building Inspector Certification is highly desirable.
SELECTION PROCEDURE: All applications and supplemental questionnaires will be carefully reviewed. The applicants possessing the MOST DESIRABLE qualifications will be invited to the next steps of the selection process, which will include an interview and may include other test parts. An eligible list will be established as a result of this selection process and may be used to fill future vacancies.
Make field inspections of industrial, commercial and residential buildings during various stages of construction and remodeling to assure compliance with applicable codes, standards and regulations of the City, County, State and Federal agencies
Perform complex inspection duties in several trade specialties such as plumbing, electrical, mechanical, structural and finish trade areas
Inspect foundation, building, grading and site elements, framing, plastering, plumbing, heating and electrical installations and a large variety of other complex and routine building system elements in industrial, commercial and residential construction
Verify stud, joist, rafter spacing and other structural member size, type, connection and configuration factors
Provide field review of plans and specifications
Verify conformance with all adopted Federal, State and Local codes and adopted ordinances
Confer with architects, contractors, builders and the general public in the field and office
Coordinate inspection and compliance activities with other City departments and outside agencies
Investigate code violation complaints and resolve enforcement cases as assigned by the Senior Building or Code Enforcement Inspector or Chief Building Official
Keep records, prepare reports, and interface with department computer software to annotate inspection tasks and activities.
Examine grade, quality and treatment of lumber
Assist in the research and preparation of pertinent documents to assist in the resolution of code enforcement and interpretation disputes
Testify in court
Perform code inspections of mobile homes and mobile home subdivisions
Make presentations to various City Boards, Commissions, and other outside stakeholders
Assign new addresses and resolve addressing disputes
Perform related duties as assigned by the Senior Building Inspector or Chief Building Official.Knowledge of: Principles, practices and techniques of building and code enforcement inspection work; accepted safety standards and methods of construction applicable to the full range of construction activity commonly occurring within the community; building related codes and ordinances enforceable by the City including the California Building Code, zoning ordinances, other City environmental codes and energy regulations.
Ability to: Apply technical knowledge and follow proper inspection techniques to detect deviations from plans, examine construction methods, materials and standard practices in all areas of construction work; write clear and concise correction notices; read and interpret building plans, specifications and building codes; advise on standard construction methods and requirements; make arithmetical computations rapidly and accurately; apply City adopted codes and policies regarding zoning, environmental matters and other regulations to field situations; maintain cooperative working relations with coworkers, builders, contractors and the public; work independently without supervision; enforce necessary regulations with firmness and tact.
Experience and Education: Any combination of experience and education that will provide the required knowledge, abilities and skills would be qualifying. A typical way to obtain the knowledge, abilities and skills would be: Experience - Sufficient responsible journey level experience in a variety of building construction work or related inspection work which demonstrates possession of the required knowledge, abilities and skills. Education - Equivalent to the completion of the twelfth grade.
License: This classification requires the use of a personal or City vehicle while conducting City business. Individuals must be physically capable of operating the vehicles safely and must possess and maintain an appropriate valid California motor vehicle operator's license.
Certificates: Individuals must obtain within one year of hire, and maintain throughout employment, a Building Inspector certification (either residential or commercial) from an accredited professional organization and one of the following certifications from an accredited professional organization: Plumbing, Mechanical, Electrical or other certification applicable to job assignment as approved by the Chief Building Official.Working Conditions:
The nature of the work requires the individual to climb ladders or scaffolding, ranging up to 60 feet, in order to access and walk on roof tops. A sense of balance sufficient to walk on 6/12 pitched roof tops. The job requires the ability to access and enter cramped quarters such as crawl spaces located under homes or spaces such as attic areas. Working within the crawl spaces may bring the Building Inspector into contact with reptiles, insects, and/or rodents. While conducting an inspection it may require the inspector to walk over rough, uneven or rocky surfaces, and to jump over trenches and other obstacles. Inspections occur year round involving all weather types typical of the region.
