Description

Performs complex skilled technical work including planning, directing, scheduling, administering, and supervising the operation of the water treatment laboratory and maintenance teams. Assists the Water Treatment Superintendent in performing administrative work, managing, planning and supervising of the Water Treatment Division work groups. Work is performed under the general direction of the Water Treatment Superintendent.

Examples of Duties

  • Supervises the City's Water Quality Laboratory and serves as the regulatory point of contact between Utilities Administration and the NC State Laboratory of Public Health.

  • Supervises the activities of the Water Treatment Maintenance Department tasked with overseeing the maintenance of the Water Treatment Division's Assets.

  • Develops performance plans and conducts performance evaluations for department's laboratory and maintenance supervisors; reviews and provides feedback on all other staff performance plans and evaluations.

  • Assists in preparing and monitoring annual operating budgets for water treatment division.

  • Identifies and recommends capital improvement projects to maintain compliance and improve efficiencies; reviews and approves purchases for water treatment laboratory and maintenance groups; prepares and reviews bid specifications and documents to ensure compliance with applicable laws and regulations.

  • Participates in industry organizations to stay up to date with new and upcoming industry rules and regulations; attends conferences and seminars involving current issues impacting the water industry; reviews and stay current with trade research and publications impacting the water industry.

  • Coordinates with engineers, consultants, contractors, and vendors to ensure plans, specifications, and projects are designed and implemented to meet current and long-term objectives and goals of the water treatment department.

  • Assist in preparing daily, monthly, and annual reports submitted to various NCDEQ agencies. (Plant Operations Operating Reports, NPDES Monitoring Reports, Local Water Supply Plan updates, and Land Application Reports)

  • Prepares miscellaneous reports and memos required for documentation of plant and personnel issues; responds to citizen concerns; provides community outreach activities.

  • Responds to water quality issues and treatment problems by providing technical assistance to direct reports. Provides technical input to consulting engineers pertaining to the treatment process by reviewing preliminary designs and technical documents.

  • Acts as the division lead in the absence of the Water Treatment Superintendent.

Typical Qualifications

Knowledge, Skills and Abilities

Thorough knowledge of city and department policies and procedures; ability to plan and oversee special projects; thorough knowledge of budgets and report preparation; comprehensive knowledge of permits associated with water treatment plants, NPDES discharges and land application. Ability to review bid specifications and documents to ensure compliance with laws and regulations; ability to assign and review work and activities of those assigned; knowledge of Microsoft Office Suite and position specific software; ability to establish and maintain effective relationships with employees and the public.

Education and Experience

Bachelor's degree in biology, chemistry, environmental science, or related field and extensive experience operating a large community water system, with increasing supervisory experience, or equivalent combination of education and experience.

Physical Requirements:

This work requires the frequent exertion of up to 25 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires walking, sitting, reaching with hands and arms and tasting or smelling and occasionally requires standing, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm's length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires working near moving mechanical parts, frequently requires exposure to wet, humid conditions (non-weather), exposure to fumes or airborne particles, exposure to outdoor weather conditions and exposure to extreme heat (non-weather) and occasionally requires working in high, precarious places, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather), exposure to the risk of electrical shock, exposure to vibration and wearing a self-contained breathing apparatus; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
