Outside Plant Design Engineer

The Outside Plant Designer/Engineer will be responsible for the planning, design, and documentation of outside plant (OSP) telecommunications projects including aerial and underground fiber and copper cable systems. The incumbent will collaborate with internal stakeholders and external contractors to support the deployment and expansion of broadband, voice, and data services across urban, suburban, and rural environments.

Principle Duties and Responsibilities
  1. Perform route analysis and field surveys to determine the most effective path for cable installation (aerial, underground, or hybrid).
  2. Design and document OSP network infrastructure including conduit systems, fiber/copper routing, handholes, utility poles, splice points, and enclosures.
  3. Create and maintain detailed engineering drawings using AutoCAD, GIS, or other design tools.
  4. Develop cost estimates, bills of materials (BOM), and construction notes for project implementation.
  5. Coordinate with permitting teams, utility companies, municipalities, and regulatory bodies to secure necessary approvals.
  6. Provide technical guidance to construction teams and resolve field design issues.
  7. Produce and update as-built documentation and redlines following construction completion.
  8. Ensure all designs adhere to applicable codes and standards (e.g., NESC, NEC, local jurisdictional requirements).
  9. Maintain project records, maps, and databases to support operational needs.
  10. Communicate with third-party contractors and vendors to align on project execution and deliverables.
  11. Support cross-functional teams with engineering input for feasibility studies, serviceability assessments, and network upgrades.
  12. Perform other duties of a similar nature or level as requested by supervisor or director.
Required Knowledge, Skills, and Abilities

Knowledge of:

  • Building Information Modeling (BIM) software; in particular, Revit MEP and Visio MEP.
  • Relevant design experience in projects of diverse types and sizes including high rise commercial office, high rise residential, hospitality, health care, educational, data center and outside plant infrastructure.
  • Familiarity with Network, Fiber / Copper, Wireless, Access Control, CCTV, and Audiovisual Design requirements.
  • Applicable codes and standards including ANSI/TIA and BICSI best practices.
  • Strong oral and written communication skills; ability to prepare and present accurate, professionally written reports and recommendations. Must be able to clearly communicate with team members and clients and clarify if necessary.

Skills and Abilities:
  • Prepare detailed design drawings with supervision.
  • Integrate design elements with architectural, civil, structural, electrical, mechanical, and other disciplines to deliver a coordinated design.
  • Demonstrate a credible and trustworthy presence through professionalism and demeanor.
  • Utilize software to edit designs as projects progress.
  • Operate a variety of office equipment, including a computer and related software applications.
  • Good communication and interpersonal skills as applied to interaction with co-workers, supervisor, management, Council members, and the public.
  • Have ability to sufficiently exchange or convey information and receive verbal and written work instructions.
  • Conduct field surveys to collect data and engineer potential routes.
  • Possess advanced knowledge of underground construction practices.
  • Highly proficient in using AutoCAD for engineering and permitting design tasks
  • Multi-task and prioritize assignments.
Education, Certifications and Experience Required

Associates or Bachelors degree in Telecommunications, Civil Engineering, or related technical field (or equivalent experience) and 3+ years of OSP design or engineering experience, preferably with fiber optic networks or, any combination of academic education, professional training, and work experience that demonstrates the ability to perform the duties of this position.

Special Requirements

  • Must possess and maintain a valid Arizona Driver's License;
  • This position may require the incumbent to work non-traditional hours, nights, and weekends;
  • Must have a current Homeland Security Background Clearance or be able to obtain a Homeland Security Background Clearance within ninety (90) days of hire. Failure to maintain a Homeland Security Background Clearance will result in termination.
Preferred Certifications
  • BICSI OSP Designer (OSP-D) Certification. Building Industry Consulting Service International (BICSI). Industry-recognized certification for professionals who design telecommunications systems in outdoor environments (campuses, metropolitan networks, rural builds).
  • FOA Certified Fiber Optic Technician (CFOT). Foundational certification for fiber optic installation, splicing, and testing.
  • FOA OSP Specialist Certification. Focused on outside plant environmentscovers design, construction, and maintenance.
