Position Description

Seattle Public Utilities (SPU) is looking for an experienced and forward-thinking Materials Lab Supervisor (Civil Engineer Supervisor) to lead the dedicated engineers who ensure our Capital Improvement Projects (CIP) are built to last. In this essential role, you'll oversee SPU's Materials Laboratory-a critical service hub supporting major city departments like SDOT, Seattle City Light, and the Office of the Waterfront.
As the Materials Lab Supervisor, you'll guide a talented team of engineers and specialists, review and approve technical plans and specifications, and ensure the lab maintains its AASHTO accreditation. Your leadership will directly impact how SPU protects its infrastructure investments, guaranteeing construction quality and compliance citywide. Job Responsibilities
In this role, you can expect to:
Review and approve project specifications and engineering plans to confirm they meet city, state, and federal standards
Maintain the lab's business operations accreditation with AASHTO, ensuring high-quality service for internal and external clients
Coordinate with partner agencies such as SDOT, SCL, and the Waterfront Office to meet project requirements and timelines
Manage workload priorities, staff development, and performance evaluations to ensure a strong, agile team
Support strategic planning and reporting for CIP spending and operational alignment
Lead continuous improvement initiatives to optimize lab performance, safety, and client satisfaction
Supervise five (5) direct reports

Qualifications
Education: Bachelor Degree in Civil Engineering or Civil Engineering Technology (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class)
AND
Experience: Six (6) years of professional civil engineering experience, including two years of supervisory experience.
Experience/Education Equivalency: In lieu of a Bachelor's Degree in an accredited program, four (4) additional years of civil engineering work experience under the supervision of a licensed engineer may be substituted. There is no equivalency for the PE license.
Desired Experience:
- Certified Construction Manager (CCM), Program Management Professional (PgMP), and Project Management Professional (PMP)
- Contract Managed and Resourced Managed $250k+ scopes of services requests
License, Certification and Other Requirements:
- Registration as a Professional Engineer in the State of Washington
- Current Washington State driver's license or evidence of equivalent mobility
Work Environment/Physical Demands:
- This position is expected to work in the office or field 3-5 days per week
- Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances and work in or near construction sites
- May be required to lift over 50 pounds
- May be required to stand, bend, or walk for extended periods of time
- May be required to work nights, evenings, weekends, and/or holidays
- Overnight travel might be required
Additional Information
This position allows for the flexibility of a hybrid work schedule. Effective January 2025, City employees will have the option to work remotely two days a week. Individual schedules will be agreed upon by the employee and their supervisor.
