Job Summary

The Project Manager Construction Senior position ensures the timely, safe and cost-effective construction of Shentel transmission sites, towers, collocations, outside plant projects (coax, copper and fiber optic) and civil site development. Under minimal supervision, coordinates with contractors, public utilities, equipment vendors, third parties and internal departments to achieve project objectives. Additionally, the incumbent must be competent at the full scope of project management duties associated with the deployment of multi-service telecommunications networks. Position will report to the Construction manager and must be able to work in a team environment, working cross functionally within the operations organization.

Job Responsibilities:

Direct supervision of construction of facility upgrades and additions throughout the Shentel regional territories as assigned to the project manager.

Develop contractor relationships through bidding, negotiation and construction management.

Ensure cost-effective site development and appropriate contract administration.

Develop contractor and vendor agreements, standards and contracts.

Confirmation of as-built and initial system performance specifications.

Vendor punch-list management.

Plan and schedule work with contractors, department of transportation, land owners and public utilities.

Order materials for department; coordinate and supervise material inventory activities.

Observes all company safety procedures at all times.

Demonstrates and holds employees accountable for stewardship of the brand to include embodiment of the Shentel Way by ensuring appropriate use of the brand (name, logo, company, appearance, and attitude) within their respective team and organization.

Develop cost estimates for construction and implementation of all services to be provided.

Work effectively with other Shentel departments and coordinate cross-departmental activity.

Responsible for following, supporting, enforcing all internal control processes and procedures.

Capable of managing small in scope projects.

Perform research on new construction tools and methods of construction.

Capable of managing large in scope or multiple projects. Effective multi-tasking abilities.

Capable of leading complex in scope projects with minimal supervision. Experience managing construction budgets, and ability to identify budget risks early in a project.

Manage multiple, simultaneous construction initiatives working closely with the engineering teams.

Research resources for project development outside the existing Shentel footprint and qualify these contractors and vendors as prospective bidders and contractors on Shentel projects.

Must be able to develop, maintain, evaluate, and readjust a schedule as necessary to ensure timely delivery of the final project

Perform risk management. Ability to identify, respond to potential issues and create contingency plans to minimize project risks.

Plan and schedule work with contractors. Perform on-call 24x7 rotational duties to lead and assist in after-hour service restoration and repairs.

Qualification Requirements: Education:

High School Diploma is required for the role.

Four Year Degree is preferred for the role.

Experience Level:

4 years of Project Management experience is Required.

4 years of Telecommunications experience is Required.

4 years of Utility Construction experience is Required.

Other candidates with relevant work and/or military experience will be considered.

Job Skills & Knowledge:

Experience in MS Word, Excel and Project Management software (Sitetracker, Smartsheet).

Excellent verbal and written communication skills.

General understanding of data networking, including design, troubleshooting, and configuration of various wired and wireless network topologies, CATV systems and coaxial design and construction.

Excellent organization and documentation skills.

Project and/or Construction management certification(s) preferred.

Available to work flexible hours, including nights, weekends, holidays, and overtime as the needs of the business require.

Ability to travel for training or as required.

Ability to work independently, work with teams and communicate effectively.

Ability to lead construction teams.
