Description
The Workforce Development Division is seeking an experienced Training & Workforce Development Supervisor to lead our team of training professionals and support staff. This newly created leadership role will focus on developing and managing comprehensive Workforce Development, Training, and Employee Engagement Programs that align with organizational priorities and support the DPU Strategic Framework. This is a full-time, onsite position.
This high-impact position plays a critical role in preparing the organization for major system implementations, building organizational readiness, and enhancing the employee experience through targeted learning and development strategies. The ideal candidate is an innovative, people-oriented leader with a strong background in adult education, program management, and performance improvement.
Duties include but are not limited to
- Lead and supervise the Workforce Development and Training Team, including trainers, instructional designers, and support staff.
- Align training strategies with organizational performance goals and major enterprise projects, including the implementation of new technology systems in Spring 2026.
- Oversee the design, development, and delivery of internal training programs that support onboarding, upskilling, compliance, systems training, customer service, and leadership development.
- Develop and manage quality assurance and continuous improvement initiatives that promote service excellence and learning effectiveness.
- Collaborate cross-functionally with internal and external stakeholders to assess workforce training needs and identify solutions that enhance performance and engagement.
- Facilitate train-the-trainer, super-user, and end-user sessions as needed.
- Direct curriculum development using adult learning principles and modern instructional design methodologies across multiple modalities (in-person, virtual, blended).
- Monitor, evaluate, and report on training outcomes using key performance indicators, feedback, and quality assurance metrics.
- Lead training-related project teams, manage timelines, and deliver results in high-stakes, fast-paced environments.
- Provide coaching and professional development to team members to ensure a high-performing training unit.
- Establish and maintain quality assurance standards, perform regular evaluations, and lead calibration sessions to ensure consistency and accuracy.
- Serve as a strategic partner in workforce planning, succession development, and organizational readiness initiatives.
Qualifications, Special Certifications and Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in business or public administration, or field related to assignment
- Five years of journey-level professional experience in area related to assignment
- A Master's degree in business, public administration, or field directly related to assignment may be preferred
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

- Demonstrated ability to lead a professional training team with accountability for performance and outcomes.
- Proven experience in workforce development, curriculum design, training delivery, and quality assurance.
- Skilled in building relationships and fostering collaboration across departments and organizational levels.
- Strong project management, communication, analytical, and problem-solving skills.
- Committed to promoting a culture of continuous learning, employee engagement, and service excellence.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.

The working conditions may contain environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
