This position manages two key sections of the Engineering Division - Construction and Plan Review, and plays a vital role in ensuring the successful delivery of both capital improvement and private development projects that directly impact the County's water, wastewater, and reclaimed water systems. KEY RESPONSIBILITIES This position requires significant independent judgment and decision making which directly affects all aspects of plan review and construction projects as well as related funding. Review of work is based on the accomplishment of a portfolio of projects with an emphasis on the quality of technical submissions and review, adherence to deadlines, and team effectiveness. Responsibilities of this position include the following: Project Leadership & Management Provide technical direction and strategic oversight for two major operational areas: Construction and Plan Review. Supervise and mentor a multidisciplinary team of engineers, construction managers, inspectors, and plan reviewers. Drive performance, ensure compliance with engineering standards, and monitor project delivery across both public and private development initiatives. Ensure all work meets stringent regulatory, budgetary, and schedule requirements. Construction Section Management Plan and manage construction activities in coordination with the Division Director. Allocate resources and guide the construction team to maintain the highest standards of safety, efficiency, and technical accuracy. Oversee construction risk management, contract administration, dispute resolution, and compliance with industry codes and standards. Prepare and seal construction documents; present agenda items to boards, committees, and administrative leadership. Plan Review Section Management Lead and coordinate the utility plan review process for developer projects and capital improvements. Serve as the primary liaison for developers and consultants to ensure proper project design and utility integration. Supervise plan reviewers and implement quality assurance standards to ensure accuracy, efficiency, and regulatory compliance. Review and approve final plans, prepare development agreements, and respond to complex public and regulatory inquiries. Strategic Coordination & Stakeholder Engagement Collaborate with departmental leadership, operations and maintenance teams, contractors, consultants, and regulatory agencies. Act as the owner's representative for high-value projects, overseeing all phases from planning and design through construction and close-out. Lead presentations, develop policies, and represent the department in meetings and technical forums. QUALIFICATIONS This position requires applicants to possess a Bachelor's Degree in Civil/Mechanical/Environmental/Utility Systems Engineering, or closely related field. Additionally, applicants will need a minimum of eight (8) years of experience in professional civil engineering in consulting, local government or regulatory agencies related to the plan review and/or construction of water and wastewater utility systems; however, if an applicant possesses a related Master's Degree, the position will require only six (6) years of relevant experience. Two (2) years of experience in the supervisory aspects of engineering are also required. Additionally, applicants must be licensed as Professional Engineer (P.E.) in the State of Florida or licensed as a P.E. in another state and obtain a license as a P.E. in the State of Florida within 11 months of hire. PREFERRED QUALIFICATIONS Highly preferred qualifications for this position include 10 or more years of project management experience in water/wastewater/reuse public utility system engineering, a Master's Degree in Engineering, and a Project Management Professional (PMP) certification. ABOUT THE PALM BEACH COUNTY WATER UTILITIES DEPARTMENT The Palm Beach County Water Utilities Department operates 24 hours a day, seven days a week, to provide a reliable supply of superior quality drinking water to approximately 635,000 residents in the central and south-central unincorporated areas of the County and the western communities. Continually Upgrading Quality Utilizing the most up-to-date technologies to provide high-quality drinking water for the growing needs of Palm Beach County residents, the Department is constantly improving and upgrading facilities. The introduction of ozone treatment, membrane softening reverse osmosis filtration, and on-site sodium hypochlorite generation keep Palm Beach County Water Utilities Department on the cutting edge of the water industry. Improving Service to Customers To inform customers about the quality of their drinking water, the Department began publishing an annual water quality report that is sent to its customers. Improving the Environment Wakodahatchee Wetlands are 50 acres of constructed wetlands used to recycle water from the Southern Region Water Reclamation Facility. It's one of the innovative components in the Department's water reclamation program. In addition to recycling water, the wetlands provide wildlife habitat that has attracted more than 170 different species of birds as well as alligators, rabbits, turtles, otters, foxes, and other creatures found in a healthy South Florida wetland ecosystem. The public has also "flocked" to Wakodahatchee; it has become one of the most popular bird watching and photography spots in the County. A 3/4-mile long boardwalk allows the public to enjoy the wetlands and wildlife from the safety of the boardwalk. Green Cay Wetlands consists of 100 acres of constructed wetlands used to recycle water from the Southern Region Water Reclamation Facility. The nature center, which is operated by the Palm Beach County Parks and Recreation Department, features a lecture hall, gift shop, and live animals in an extensive exhibit room that highlights wetland attributes. Green Cay Wetlands features 1.5 miles of elevated boardwalk featuring interpretive signs about the habitat. A self-guided tour is located along the boardwalk, allowing users to learn about information about each zone of the wetland. In addition to recycling water, the wetlands provide wildlife habitat that has attracted more than 150 different species of birds as well as alligators, rabbits, turtles, otters, foxes and other creatures found in a healthy South Florida wetland ecosystem.
