**Responsibilities
**
- Working as part of an integrated cost analyst team, the cost analyst will perform a wide variety of cost and economic analyses/estimating/engineering support directly interfacing with program offices and assisting the development and presentation of management level briefings as needed.
- Work may include parametric cost estimating, life cycle cost analysis, cost estimating relationships and model development, cost risk analysis, performance measurement (earned value), project forecasting and risk assessment, cost-benefit analysis, and software cost estimating. Additional support includes, but is not limited to, the areas of strategy development, scheduling, market research, evaluation criteria development, pre-solicitation documentation review, RFP documentation, Independent Program Review documentation, cost estimates and key decision points preparation, and trade studies.
- Experience preparing cost estimates and budgets for major Department of Defense (DoD) programs and commercial off the shelf programs is highly desirable.
- Successful candidates must possess and/or have the ability to obtain a Secret clearance.
- U.S. citizenship required.
**Skills Required
**
- Program Office experience is preferred.
- Working knowledge of ACEIT (www.aceit.com) is highly desirable.
- The position requires a minimum of five years of with cost estimating such as learning curves, inflation, regression, Operations and Support estimating, statistics, cost estimating principles/ DoD acquisition policies and have a working knowledge of the DoD acquisition and project management process.
- Must have the ability to gather and analyze technical, programmatic, schedule, labor and cost data to support the development of various types of cost estimates.
- Must have the ability to perform detailed and complex calculations, formulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision making, policy formulation and other managerial functions.
- Must be able to identify and quantify cost factors, such as production time, materials and labor expenses.
- Ability to use computer software to calculate estimates and develop IGCEs and other cost related data reports.
- Excellent verbal communication, written, and quantitative analytical skills are required.
- Proficient in the use of M/S office applications, i.e., Word, PowerPoint, and Excel.
- Must be able to work in a team environment.
**Education
**
- Bachelors degree required, preferably in math, engineering, business, or the sciences.
