Conducts inspections for driveway and roadwork to ensure compliance with Santa Rosa County specifications.

- Processes driveway applications; reviews applications for accuracy and compliance with applicable codes; reads and comprehends construction plans and specifications.
- Performs site inspections to determine type of drainage to be required on new driveways.
- Performs intermediate and final inspections on driveways to determine if they are constructed as permitted; discusses with interested parties and provides recommendations to correct non-compliance issues; investigates complaints of improper construction of driveways and drainage.
- Reviews plans and work being performed within county rights-of-way; inspects work performed while in progress and upon completion to ensure compliance with regulatory practices. .
- Works with contractors, developers, and property owners to resolve non-compliance with county ordinances and placing of utilities in the rights-of-way. .
- Coordinate with various departments to resolve construction and drainage issues associated with new driveways and county rights-of-way..
- Interacts with the public in an effective and courteous manner.
- Must demonstrate commitment to our mission, vision, values and goals and represent the County in a professional, dignified manner at all times both in actions and appearance.
- May have a role in the Countys disaster preparation and/or disaster recovery efforts, as designated in the County Comprehensive Emergency Management Plan; may be required to work before, during and/or after an emergency.
- Must be able to meet minimum attendance standards including working weekends.
- Performs related duties as required.
ESSENTIAL PHYSICAL, VISUAL AND COMMUNICATION SKILLS:
The physical requirements are that of medium work and include exerting up to 50 pounds of force occasionally and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. The work requires some physical exertion, such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping, kneeling, stretching, reaching or similar activities; or recurring lifting of moderately heavy items up to 50 pounds. The work may require specific, but common, physical characteristic and abilities, such as above average agility or dexterity. Requires fingering to include picking, pinching, typing or otherwise working primarily with fingers rather than with the whole hand as in handling. Requires grasping by applying pressure to an object with the fingers and palm. Requires repetitive motion of the wrists, hands and/or fingers. Required to operate a motor vehicle to conduct site inspections.
Requires close visual acuity to perform an activity such as: preparing and analyzing data and figures. Transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
Requires the expression or exchange of ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to others accurately, loudly or quickly. Requires perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication and to make the discriminations in sound.
ENVIRONMENTAL CONDITIONS:
The work environment involves moderate risks or discomforts that require special safety precautions and/or is exposed to one or more disagreeable conditions such as irate customers, outdoor weather conditions, excessive noise, extreme temperatures, odor, dust, oils, etc. at least 25% but less than 50% of the work time. The worker is subject to hazards including a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of Santa Rosa County land development code and Florida D.O.T. standard specifications; basic mathematical calculations; elevation and slop calculations; drainage; field surveying practices, techniques, instruments and tools.
Required to operate a personal computer, tablet and related software applications; calculator; engineers level and distance measuring devices.
Required to read, understand and interpret construction plans, specifications, blueprints, plats, Florida Statutes, codes and related documents; recognize faulty construction and hazardous conditions; enforce codes and regulations in a firm, tactful and impartial manner; express ideas effectively both orally and in writing; establish and maintain working relationship with employees, contractors, engineers and public. Minimum & Preferred Qualifications
A four-year high school diploma or its educational equivalent; supplemented by five (5) years experience in road construction, surveying, setting grades or interpreting construction plans; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must be computer literate.
LICENSURE AND/OR CERTIFICATIONS:
Requires a valid driver license at the date of hire and maintain said license while employed in this position.
