Talen Energy is seeking a Senior Site Manager Colstrip Administrative Order on Consent (AOC) to take ownership of a large, complex remediation project, including stakeholder and contractor management and team development. Specific experience with Coal Combustion Residuals (CCR) management, removal, transport, and remediation is preferred. Other industrial, large-scale project work and remediation experience will be considered. The Senior Site Manager will lead an onsite CCR Operations Team, environmental and engineering consultants, and various other contractors tasked specifically with onsite CCR management, construction activities, water management and wastewater treatment. The base work location will be the Colstrip Steam Electric Station located in Colstrip, Montana.

Primary Responsibilities:

  • Manage all aspects of the Colstrip AOC, including those pertaining to CCR, water and wastewater.

    • Produce or evolve strategies and plans to complete work, maintain compliance and adhere to the approved budget.

    • Take ownership of business outcomes and leverage resources internal and external as required to meet objectives.

  • Lead, manage and direct an onsite Colstrip AOC project team, which is part of Talen Energys Environmental Department.

    • Develop and coordinate individual workloads, assignments, and deliverables, as required.

    • Lead and execute employee development activities in consultation with HR, as required.

  • Maintain compliance with USEPA, MDEQ, and AOC requirements.

    • Develop or maintain processes to ensure compliance.

  • Prepare Project Scopes of Work and Requests for Proposal (RFPs) to support the vendor bid process.

    • Manage technical and financial bid evaluations and the contractor selection, including decision-making and the issuance of Contracts and Purchase Orders.

    • Prepare bid evaluations including financial, technical and other aspects.

  • Work with consultants, Subject Matter Experts (SMEs) and contractors to gain alignment on project strategy and execution plans.

    • Ensure up-front alignment is achieved to prevent field rework.

  • Maintain all assigned project budgets and forecasts.

    • Participate in monthly accrual and reforecasting processes, in collaboration with AOC staff and Talen Financial.

  • Develop annually updates to AOC Financial Assurance and ensure bonds are in-place with MDEQ for approved work.

    • Lead process to update annually AOC cost tables.

      • Obtain information as required from staff, consultants, SMEs and contractors to ensure accuracy.

    • Coordinate with Accounting to ensure Financial Assurance calculations are completed on-time and are accurate.

    • Work with MDEQ on the annual and 5-year Financial Assurance review and approval.

    • Coordinate with Talen Treasury to ensure bonds are prepared and submitted to MDEQ on time.

    • Coordinate with the Colstrip Owners to ensure their bond requirements are known, and they have the current status of Financial Assurance work.

  • Develop and publish monthly project KPIs that are sufficiently robust for leadership to track and assess project progress, budget and schedule adherence, risks and opportunities, milestones, etc.

  • Develop, publish and present monthly updates on AOC work for Colstrip Owners.

    • Represent AOC activities at monthly owner meetings, and address questions posed by owners regarding AOC, CCR, remediation and/or water activities and spend.

  • Manage the on-site water inventory and the operation and maintenance of onsite groundwater treatment systems, including compliance sampling and reporting.

    • Supervise internal employees and contractors involved with treatment system operations and repair, system compliance sampling, groundwater monitoring and analysis, and well-gauging and sampling.

    • Ensure all groundwater reporting requirements are met.

  • Support stakeholder requests for technical and/or financial information pertaining to the AOC, CCRs, Water Management and Wastewater Treatment.

    • This includes information for regulatory requests, decision-making, budgeting and reporting.

  • Coordinate with the Colstrip Plant Manager and assigned staff to mitigate and/or prevent impacts to power plant operations.

Candidate Qualifications:

Candidates must possess strong leadership and execution skills, and technical and managerial savviness, to own the business of AOC compliance and Colstrip and the capabilities to manage a team and large, complex projects. The ability to manage multiple contractors, consultants and stakeholders in both onsite and remote roles autonomously is key to success. The Talen Montana AOC projects include critical regulatory and operational timelines and financial and regulatory commitments that must be met and are material for multiple organizations.

Basic Qualifications:

  • Bachelors degree in Engineering (Civil, Mechanical, Electrical, Chemical, Environmental), Engineering Technology, Environmental Science, Construction Management, or related discipline from an accredited college or university. Extensive relevant industry experience will be considered in lieu of a technical degree.

  • A minimum of five (5) years in a supervisory role on large, complex projects.

  • Proven track-record of completing large, complex projects safely, on-time and on-budget.

  • Experience with the use of earth-moving equipment, processing equipment, top loading of trucks with material for over road transport, and water management and treatment.

  • Proficient in Microsoft Office (Word, Excel, PowerPoint) is required. Ability to use Microsoft Project or similar tracking program is a plus.

Preferred Qualifications:

  • Experience with CCRs and/or industrial remediation.

  • Having experience in a managerial or oversight role in a power plant or a similar industry.

  • Experience interacting with federal, state, and municipal regulatory agencies.

  • Professional Engineer License in Montana and/or Professional Geologist Certification

  • OSHA 30 and OSHA 40 HAZWOPER Certification.
