Under limited supervision, this position administers and leads utilities maintenance functions, including inspecting, maintaining, repairing, overhauling, and installing pumps, machinery, electrical equipment, piping, meters and related mechanical equipment and control systems used in the City's utility facilities and other City electromechanical and control systems, as assigned. Serves as the primary point of contact for the Utilities Superintendent regarding utilities maintenance functions. Supervises the Utilities Maintenance division, including a staff of mechanics and other technicians and leads the staff towards continuous development and improvement through certification and training initiatives. Develops recommended maintenance/ testing plans, work prioritization and planning, coordination with other staff/ departments, and oversight of related projects or contractors. Performs highly skilled work and assists in other City maintenance or repair functions as assigned.

Examples of Duties

MAINTAINS AND REPAIRS FACILITIES

  • Performs as chief mechanic in completing electrical and mechanical repair work and preventative maintenance for equipment in the Wastewater Treatment Facility, Water Supply Facilities, lift stations, water wells, the City Splash Park, athletic field lighting systems, cemetery irrigation and pumping systems, golf course pumping systems, and other assigned City facilities involving mechanical equipment, controls, pumps and electrical panels.
  • Maintains Supervisory Control and Data Acquisition (SCADA) control systems citywide. Completes testing and troubleshooting of mechanical and electrical problems. Performs calibrations of monitoring equipment.
  • Utilizes various types of other machinery and equipment including backhoe, stand-by pumps, generators, various lift equipment, welder, saws, small hand tools, electrical tools and plumbing supplies.
  • Identifies and promptly addresses any safety issues related to assigned operations.
  • Performs functional tests to identify and correct system failures.
  • Performs acceptance tests of new equipment and inspect the installation of equipment and systems for conformance with plans and specifications.
  • Performs original design work required to implement analog and digital system modifications.
  • Performs routine electric and/or acetylene welding, brazing and/or soldering repairs and fabrications as required.
  • Reads and interprets blueprints as required to repair, maintain or build equipment.
  • Creates system design drawings and record drawings for systems that are constructed and not otherwise documented.
  • Utilizes, maintains, calibrates, and repairs electrical, electronic, hydraulic and pneumatic test instruments.
  • Removes and replaces defective equipment in systems.
  • Operates Jet-Vac to clean sewer lines, storm drains and manholes as required.
  • Performs welding duties as needed.
  • Performs heavy equipment operation as needed.
  • Subject to call back 24 hours per day to respond to emergencies
ADMINISTRATION

  • Ensures that public health and the environment are adequately protected through a pro-active and comprehensive utilities maintenance program.
  • Performs necessary monitoring activities and submits reports as required.
  • Performs a variety of clerical/bookkeeping duties such as entering maintenance activities through computer; evaluating and maintaining information on all related activities.
  • Maintains inventory of equipment, spare parts and other required materials, initiates orders or recommendations for required parts and equipment or additional stock.
  • Collects and evaluates component failure data as required to develop and maintain an inventory of replacement components and parts at a level adequate to insure expedient field repairs.
  • Checks, adjusts and maintains equipment service records.
  • Prepares routine reports and maintains daily records and logs.
  • Coordinates outside contracts and services pertinent to maintenance operations as assigned.
  • Reviews pay requests for completed work to ensure conformance with plans and specifications prior to authorizing payment.
  • Implements, utilizes and manages information systems to track maintenance schedules, costs, history, statistics, and work order tracking.
  • Reviews cost accounting reports to determine effectiveness and efficiency of operations.
  • Assists in the preparation of construction and maintenance cost estimates, and related specifications as assigned.
  • Assists with CIP planning to ensure reliable equipment and process operations into the future.
  • Performs construction review and contract administration as assigned.
  • Develops innovative solutions to complex problems.

SUPERVISORY DUTIES:
  • Required to emulate a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
  • Promotes the image of the Utilities Maintenance Division as an "in-house" technical resource of excellence that serves the entire City.
  • Leads staff towards continuous development and improvement through certification and training initiatives.
  • Serves as the primary contact for the Utilities Superintendent. Ensures that directives, goals, and requirements of the department are met through assigned staff and activities. Oversees staff activities; instructs, schedules, assigns, reviews and plans work of others.
  • Maintains standards, oversees trouble-shooting and maintenance procedures.
  • Ensures proper safety practices and precautions in all assigned operations.
  • With guidance from Utilities Superintendent and as assigned, acts on employee problems, selecting new employees and providing recommendations on employee matters.
  • Completes employee evaluations and identifies needed corrective actions.
  • Responsible for Preventative Maintenance Program for assigned areas/facilities. Includes assisting Superintendent with budgeting, planning, and contracting for necessary work to maintain equipment and sustain compliance.
  • Develops training programs, allocates resources, and encourages such so that staff understand the priority of advancing their certification(s), licenses, and technical knowledge to the mutual benefit of the City and the employee.
  • Performs training and mentoring role for subordinate staff as assigned.
  • Assists Superintendent with administrative duties as assigned.

INTERNAL AND EXTERNAL COMMUNICATION:
  • Responds to citizen and internal personnel inquires and complaints in a timely and courteous manner by referring to appropriate supervisory personnel.
  • Confers with the public and other departments/divisions to work out special problems and to address specific concerns.

PERFORMS ALL OTHER DUTIES AS REQUIRED.

Typical Qualifications

EDUCATION

  • High School Diploma or GED Equivalency required.
  • An AS or higher level technology degree in environmental sciences, mechanical, instrumentation, computers, electricity, or electronics; or vocational coursework/training/certifications in same preferred.

EXPERIENCE
  • At least five (5) years of progressively responsible experience in disciplines relating to public utility maintenance operations, such as welding, millwright, plumbing, electrical work, instrumentation, pump repair, pipelaying, heavy equipment operation and machine operation required.
  • At least two (2) years of successful supervisory experience required, in the area of utilities mechanics preferred.
  • A combination of training and experience may be substituted at the City's discretion for required education, experience and/or management experience.

LICENSURE/CERTIFICATION

Valid Florida Drivers' License required.

Vocational training, certifications, or classes in Industrial Technology and Circuitry, or Computer
Skills highly desirable.

Electrical licensing or experience is desirable. Welding certification and experience is desirable.

Certification and training with irrigation systems and a variety of control systems desirable.

Depending on area of assignment, a Florida Class "B" (COL) License with Air Brake Endorsement and
Tanker Endorsement is required within 180 days of employment.

FWPCOA Class "B" Collection Certificate OR Level Ill Water Distribution License (at discretion of
supervisor) is required within one year of eligibility.
