This recruitment is for two (2) full-time, permanent Contracts Specialist 2 positions located in Lacey, Washington. Working hours are Monday - Friday 8:00am - 5:00pm, however, a flexible/hybrid schedule may be allowed based on business needs and supervisor approval. Upon hire, you must live within a commutable distance from the duty station.

The Contract Specialist 2 position is responsible for ensuring procurement and contract compliance throughout all phases of the contract lifecycle, from competitive solicitations and negotiation through contract execution, performance monitoring, and closeout. This role may also assist with issue resolution during the contracting process and contributes to policy interpretation and implementation.

This position actively acquires vital services for the agency such as, construction and public works, products, goods, and services and may help support warehouse functions such as mail and supply room receiving and distribution, inventory management, and customer service. In addition, this position will serve as one of the two section experts on statewide equity in procurement efforts and DES supplier diversity policy 090-06. They will also keep the larger contracts team informed of new requirements and work to help our agency meet and exceed expectations in this field.

Duties include but are not limited to:
  • Create and review contractual documents in a professional capacity that are required for lawful agency contractual relationships including but not limited to the pre-solicitation stage, competitive procurement process through contract award, and contract execution and closure activities.
    • Prepares, processes, and reviews contracts, ensuring compliance with procurement policies and relevant laws; reviews amendments, addendums, change orders, modifications, and close-out documents.
    • Develops grant-funded contracts, reimbursable agreements, and inter-agency agreements in accordance with funding source requirements.
  • Advise State Parks agency staff on all applicable laws, rules and procedures that are involved in all facets of contracting work including the execution of grants, contracting for construction, and goods or services; determines appropriate courses of action and methodology for actions such as competitive solicitations, sole source acquisitions, and requests for direct purchases.
  • Provides guidance and understanding of WA State Equity in Procurement initiatives, working to ensure that the agency meets all requirements in this field.
  • Provides database management and compliance support.
Qualifications

REQUIRED QUALIFICATIONS:
The experience required:
Experience negotiating, administering or terminating government contracts, contract property management, contract cost or price analysis, or contract compliance administration.

Option 1:

  • Six (6) years of experience as defined above or a combination of education and experience that equals to six (6) years.
Option 2:
  • Bachelor's degree* involving major study in business administration, public administration, business law, commerce, economics, mathematics/statistics, or a closely related field and two (2) years of experience as defined above.
Option 3:
  • Master's degree in business administration, public administration, business law, commerce, economics, mathematics/statistics, or a closely related field and one (1) years of experience as defined above.
Option 4:
  • A law degree from an accredited college or university approved by the Washington State Bar Association and two (2) year of experience as defined above.

DESIRED QUALIFICATIONS:
  • One (1) year of experience working in a Washington State government agency centralized contracts unit, with familiarization in: Posting competitive solicitations in WEBS, grant management, contract negotiating, grant & contract execution in the areas of 2 CFR 200 - Federal Grants, RCW 39.04 - Public Works, RCW 39.80 - Architectural and Engineering, and RCW 39.26 - Goods and services.

  • Handle sensitive information with care and integrity, ensuring confidentiality is maintained at all times.
