INTRODUCTION
The Road Maintenance Equipment Operator at the Journey Level is responsible for maintaining and repairing roadways, shoulders, culverts, and ditches. They operate gas or diesel-powered engineering and construction equipment to cut, move, dig, grade, and roll such materials as asphalt, dirt, mud, gravel, sand, snow, stone, debris, fallen trees, etc.

DISTINGUISHING FEATURES OF THIS LEVEL
The equipment used by Road Maintenance Equipment Operators varies according to its complexity and skill level. At the journey-level, incumbents operate the full variety of the complex equipment on a regular and recurring basis.

Examples of Essential Duties

(Duties assigned to this classification include, but are not limited to, the following examples. Any one position may not perform all listed tasks.)

  • Operate substantially all of the following: medium to heavy-sized equipment on a regular and recurring basis: asphalt roller, asphalt hotbox, dump truck, power broom, loader, personnel hoist, forklift, backhoe, sander, mower and snowplow.
  • Perform pre-trip inspections and minor maintenance on assigned equipment.
  • Must follow established policy and procedures in operating and inspecting all equipment.
  • Assist in asphalt application or oiling tasks for roadway surfaces.
  • May also remove loose material, pour asphalt, pour oil, spread sand or asphalt, and hand sweep gravel from areas to be patched.
  • Perform activities in support of road maintenance functions: Clean and install culverts; clean shoulders and ditches; install and repair fencing, road signs, and guardrails; cut and remove brush; perform minor intermittent fabrication and welding repairs; serve as traffic flagger.
Typical Qualifications

KNOWLEDGE, SKILLS, AND ABILITIES

  • Thorough knowledge of the purpose and limitations of the full variety of light and medium equipment identified above as well as attachments.
  • Knowledge of the practices and procedures used in road and pavement maintenance.
  • Knowledge of safety rules to avoid injury to self and others or damage to equipment.
  • Knowledge of traffic laws governing operation of motor vehicles and equipment on county roads.
  • Skill in the operation of the full variety of light and medium road maintenance equipment noted above in a variety of terrains and weather conditions.
  • Skill in performing minor equipment maintenance and limited repairs.
  • Able to communicate effectively orally with other employees, contractors, vendors, and the public.
  • Able to remain calm and use good judgment during confrontational or high-pressure situations that may arise in the course of public contact or unexpected worksite developments.
  • Able to work in a team environment.
  • Able to understand the scope of the work at hand and use initiative and judgment to complete assignments, resolve problems, and manage time effectively.

QUALIFICATIONS

  • Progressively responsible experience in the operation of medium-sized road maintenance equipment.
  • Must possess a valid Oregon driver's license and maintain an acceptable driving record.
  • Requires Class A commercial driver's license with an air brake endorsement to regularly operate the full range of medium and heavy equipment.
  • Within six months must possess traffic control, first aid, CPR certification and tanker endorsement.
Supplemental Information

SUPERVISORY CONTROLS

The employee receives general instruction regarding the scope and approach to assignments, but procedures, problem resolution, and time management are left to employee discretion. At this level, the incumbent is expected to identify the proper equipment to be used and to operate it safely within its limitations. Work is reviewed periodically to ensure it is in compliance with department policies and procedures. The supervisor is available for consultation during emergency and unusual situations.

GUIDELINES

Work is governed by established federal, state, and county statutes, rules, regulations, and ordinances and standard trade practices. Equipment operation and maintenance guidelines have been established and must be followed. Employee must use judgment to select the appropriate guideline in light of the circumstance of the project or assignment. The supervisor provides guidance on unusual situations.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Work requires sustained lifting of 30-50 pounds and a high level of stamina for sustained, strenuous exertion. Work requires bending, climbing, crawling, stretching, pulling, pushing, standing, twisting, and walking. There is common exposure to dust, pollen, poison oak, traffic, and fumes. There is frequent exposure to situations where there could be injury or loss of life due to moving equipment and/or traffic. The risk can be substantially controlled but not eliminated by safety precautions. Work is performed in adverse weather conditions such as snow, rain, flooding, summer heat, etc. Extensive driving is required.
