SUMMARY
This is results-driven supervisory and leadership work directing employees engaged in the operation and maintenance of power plant electric generating facilities.
Depending on the area of assignment, positions allocated to this classification report to a Production Manager or Production Leader and work under general supervision. Work in this classification is distinguished from other classes by its supervisory authority.

ESSENTIAL JOB FUNCTIONS
Depending on area of assignment :
Oversees the safe start-up, shut-down, and optimal operation of turbine generator units and related boiler and auxiliary equipment in accordance with operating policy and manufacturers instructions.
Performs hands-on work in mechanical maintenance and/or instrumentation/controls/ electrical work at the Kelly Plant.
Develops work plans for preventive maintenance, work orders and outages and assigns work to subordinates.
Monitors the operation of all power plant equipment and systems.
Monitors the operation of all air quality control system and process equipment at the Deerhaven Plant.
Prepares accurate, detailed and complete records and reports in a timely manner.
Reviews and certifies employee work in Progression-Through-Training proficiency.
Performs timely performance evaluations for the employees he/she supervises.
Plans work activities to prevent injury and property damage. Develops, maintains and enforces production, safety and work standards.
Insures employees under his/her supervision have the necessary training and equipment to safely perform assigned duties.
Investigates and reports unsafe or improper conduct of employees.
Initiates discipline or recommends discipline of employees in accordance with applicable bargaining agreements and City policies.
Keeps accurate and complete labor, material and equipment records and prepares other required reports.
Analyzes and evaluates work activities from a standpoint of cost, efficiency, productivity, and established budgetary guidelines.
Responds to emergency situations.
May be required to work rotating shifts.
Attends work on a continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Depending on area of assignment :
May be responsible for managing all plant functions, personnel and resources in the absence of plant management personnel.
May be required to transport, mix, handle or use hazardous materials (other than cans of gasoline, batteries, pumping fuel or access to normal janitorial cleaning materials) or may be responsible for facilities or equipment carrying current, fluids or gas that could endanger the public or other employees.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Deerhaven Plant: Graduation from high school or possession of an acceptable equivalency diploma and five (5) years of experience in power production operation, including two (2) years as a Power Plant Journeyman Operator or one year as a Control Room Operator; or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.
Kelly Plant: Graduation from high school or possession of an acceptable equivalency diploma and five (5) years of experience in power production operation or maintenance, including two (2) years at a journey level, must be Production Technician qualified; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities.
Employees in this classification must meet the minimum requirements established in the Supervisory Progression-Through-Training Program.

KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of principles, procedures, techniques, and practices of the operation and maintenance of a power plant electric generating facility.
Thorough knowledge of operating principles, running adjustments, and capacities of plant machinery and equipment.
Knowledge of City Policies, Rules, and Regulations as well as collective bargaining agreements.
Knowledge of occupational hazards and accident prevention methods connected with assigned areas of responsibility.
Ability to plan, schedule, organize, supervise, counsel and discipline subordinates effectively.
Ability to determine what material or information is confidential and the ability to maintain the confidentiality of such information.
Ability to analyze the working condition of equipment, detect flaws or defects in operation, and take appropriate corrective action.
Ability to operate work-related equipment and transportation vehicles.
Ability to read data necessary to prepare and maintain accurate, detailed and complete records and reports.
Ability to communicate effectively, both orally and in writing.
Ability to work effectively with managers, coworkers, other City departments and the general public.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
Work requires normal color vision to distinguish the color and severity of many control and safety devices.
Ability to use personal protection equipment including hearing protection, eye protection, foot protection, hand protection, and head protection and use of respiratory protection including self-contained breathing units. This position requires the ability to use respiratory protection equipment in compliance with Occupational Safety and Health Administration (OSHA) regulations.
Ability to climb and descend stairs and ladders or ride elevators to perform tasks, often on open grating with handrails or from aerial devices, at elevated levels up to 165 feet
Work requires physical strength and agility sufficient to safely perform all essential job functions including the ability to lift, carry, push, or pull 50 pounds without assistance and to stand, kneel and stoop.
Must communicate orally, see physical surroundings, listen, hear others, respond to oral commands, and demonstrate good communications skills.
WORK ENVIRONMENT
Rotating shift work required.
Work may require performance of tasks outdoors under varying climatic conditions.
Work may require performance of tasks in extreme heat; and by entering and maneuvering within confined spaces.
Ability to withstand exposure to hazardous conditions and noxious chemicals.
Ability to withstand exposure to prolonged high noise levels.
