Senior Construction Inspector

The City of Hanford is seeking to fill the vacancy of Senior Construction Inspector in the Utilities and Engineering Department - Engineering Division. Under general supervision, the Senior Construction Inspector performs complex and specialized public works inspection duties; organizes, assigns, guides, and reviews the work of inspection staff and contract personnel; oversees the issuance of encroachment permits and utility locating services. Ensures compliance with city standards, approved plans, specifications, and safety regulations for a variety of public works and capital improvement projects; serves as technical liaison among city staff, contractors, developers, and the public; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from supervisory or management staff such as the City Engineer. Exercises functional and technical supervision over Construction Inspectors and assigned staff.

Examples of Duties

Duties may include, but are not limited to, the following:

Lead and coordinate the work of inspection teams on capital improvement and private development projects.

Inspect a variety and all aspects related to public works and utility construction, including streets, sidewalks, drainage systems, pump stations, traffic signals, grading, and underground utilities.

Review engineering plans and specifications; ensure compliance with relevant standards, regulations, and best practices.

Review and examine materials delivered to worksites to verify conformance to specifications; identify and locate faulty materials and workmanship; document compliance and suitability of materials.

Interpret and apply construction plans and specifications, codes, rules, ordinances, and industry practices governing installation of public works facilities and subdivisions; issue stop work orders and track corrections.

Responsible for overseeing the preparation of "as built" records and drawings

Monitor job site safety and ensure appropriate traffic control measures are implemented.

Approve and review stormwater pollution prevention plans (SWPPPs) and ensure NPDES compliance.

Utilize the Citys permit inspection software to maintain detailed records including inspection reports, logs, and project documentation.

Measure, gather, document, and compile field data into bid item quantity calculation sheets for monthly reporting of work completed and payment to contractors

Review and authorize change orders, claims and progress payments within specific procedural guidelines

Track progress of construction projects; calculate and record quantities of materials used and compute contractor work in progress for progress payments; review and recommend approval of contract change orders and monthly payment invoices; draft and maintain files of daily inspection reports; draft final inspection punch lists and ensure projects meet City standards for final acceptance; stipulate corrections and repairs necessary before final acceptance

Lead and/or participate in pre-construction meetings, change order reviews, and final project walkthroughs.

Respond to public inquiries and complaints; serve as liaison among city departments, contractors, and the public.

Train, supervise, and provide technical guidance to inspection personnel.

Qualifications

Knowledge of:

Modern construction inspection techniques, procedures, and materials.

Construction safety and traffic control regulations, including Cal OSHA standards.

Public works standards including but not limited to roadways, ADA, signing/striping, storm drainage, sewer, and water infrastructure.

Material sampling, testing, and estimating procedures.

Soil mechanics applicable to grading and backfill inspections, compaction principles, methods, and techniques.

Pavement Management Systems.

Stormwater regulations, SWPPP, and NPDES compliance.

Engineering drawings, plans, specifications, and surveying techniques.

Green Book and other construction standards.

Basic math and engineering calculations.

Construction scheduling, practices, and methods

Principles and practices of training and functional supervision.

Applicable state and local codes, laws, and ordinances.

Recordkeeping and report writing methods.

Techniques for providing a high level of customer service to the public and City staff, in
person and over the telephone.

Ability to:

Perform complex construction inspections and interpret technical plans and specifications.

Exercise considerable judgment and diplomacy in field conditions

Supervise, train, and evaluate inspection personnel.

Oversee contracted DigAlert Utility Locating and Marking Services

Prepare clear and concise reports and maintain accurate records.

Enforce construction and safety regulations in a professional manner.

Communicate effectively with staff, contractors, engineers, and the public.

Analyze problems, identify solutions, and make sound decisions.

Work independently and as part of a team.

Establish and maintain effective working relationships with City management, staff, contractors, the public, and others encountered in the course of work

Perform physical activities related to field inspections, including walking, climbing, and lifting up to 40 pounds.

Experience and Education
Any combination of experience, training, and education which would provide the required knowledge and abilities is qualifying. A typical way to obtain the required qualifications would be:

Experience :

Five (5) years of progressively responsible public works construction inspection experience, including at least two (2) years in a lead or supervisory role.

Education :

High school diploma or equivalent supplemented by college-level coursework in civil engineering, public works construction inspection or a closely related field. An Associates or higher degree in civil engineering, construction management, or a related field is desirable.

License and Certificate

Possession of, or ability to obtain an appropriate, valid California drivers license.

Possession of certifications such as QSP/QSD, Certified Public Infrastructure Inspector (CPII), or related certifications are desirable.

Additional Information

The application screening will involve a competitive evaluation of relevant education, training, and work experience, followed by a written examination and/or an interview before an Oral Board to identify the most qualified candidates. Meeting the minimum qualifications does not guarantee applicants an interview, and the screening committee's decision is final . Candidates deemed eligible for appointment to the position will be placed on the Citys Certified Eligibility List. Applicants will receive written notification regarding the results of all phases of the recruitment process leading up to the establishment of the Eligibility List, if applicable.
