E353 Consultant Contracts Supervisor

Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Advises staff engineers.Develops and monitor's budget.Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, a prepares and delivers a written evaluation of the consultant's performance.Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.Negotiates fees, explains scope of work and monitors consultant design contracts.Oversees Consultant Contract Administration.Participates in district plan review activities.Prepares and submits Plans, Specifications and Estimates (P. S. E.) on projects.Performs other job responsibilities as assigned.
