Summary

The City of Lynnwood Public Works department is seeking a Senior Engineering Technician to join the team!

This position is located in the Public Works Department under Capital Project Engineering. It provides technical support services to the capital projects construction management group's office and field activities by coordinating with Project Managers, consultants, contractors, and other agencies on construction management, and construction administration. The position will provide plan review and on-site inspection on a wide variety of capital projects. Responsibilities include collecting, analyzing, and mapping data, as well as providing documentation for field reports and quantity tracking. Employees of this class are expected to exercise independent judgment in solving field and office problems. This position may also include special assignments as directed.

Essential Functions

  • Inspect and coordinate the work during construction and maintenance projects for public works, franchise utilities in the City right-of-way or other City Property, capital projects, private development, and other developer improvements.
  • Perform inspection and plan review of public works, franchise utilities in the City right-of-way or other City Property, capital projects, private development, and other developer improvements.
  • Inspect construction practices and materials to ensure conformance with approved plans and specifications.
  • Read, understand, interpret, and analyze engineering plans, specifications, drawings, reports and other technical documents.
  • Perform administration, record keeping, and reporting for assigned programs and/or projects. Review development plans and permits.
  • Respond to complaints and concerns and provide technical assistance to the public, developers, contractors, engineers, and businesses regarding areas of expertise.
  • Collect, analyze, input, report, and map various types of data. Convert data to other formats. Train other employees on methods, processes, and approaches to data collection and software/hardware utilization.
  • Coordinate with and provide data to Project Managers, consultants, contractors, and other agencies on design development, construction administration, inspections, enforcement actions and compliance with all state, federal and local regulations, and requirements.
  • Work with property owners, businesses, contractors, and consultants to assure their compliance with applicable regulations and ordinances through site visits, permitting processes, provision of applicable data, and enforcement activities.
  • Coordinate the preparation of plans, specifications, and contracts for city improvement projects.
  • Prepare and maintain a variety of reports and documentation that may include conformed drawings, RFIs, change orders, as-builts, daily inspection reports, field notes, material quantity calculations, and photographs for the city's records and/or permit tracking system tracking system.
  • Perform project management, including written project analyses, inspections, cost estimates, environmental reports, legal/boundary research, and project administration.
  • Maintain and generate City maps and data, engineering drawings and information for special requests.
  • Assist in the comprehensive planning and developing policies, process improvement, and guidelines of assigned programs and/or projects.
  • Serve as the City's representative to various technical groups and associations, coordinate with other staff and agencies, and represent the City's interests in interagency coordination.
  • Participate in project preconstruction meetings and weekly project meetings during construction discussing areas of expertise, any issues that may arise and providing solutions.

Minimum Qualifications

Associates Degree in Engineering and three (3) to five (5) years of increasingly responsible, directly related experience or an equivalent combination of related education and experience. Valid Washington State Driver's License and a driving record acceptable to the City's insurance carrier.

Additional Information

Job Location and Equipment Utilized:

Work is performed in both an office and an outdoor environment. Equipment used includes personal computers with job specific software, standard engineering field tools, City vehicles, and office equipment such as copiers, fax machines, and phones.

Required Knowledge, Skills and Abilities:

  • Knowledge of the theory, principles, and practices of civil engineering and construction.
  • Knowledge of computer programs for using word processing, spreadsheet, and job specific software.
  • Knowledge of City, state, and federal regulations, ordinances, and policies relating to areas of responsibility.
  • Knowledge of applicable codes, practices, inspection, and administrative procedures for assigned program(s).
  • Ability to use independent judgment in problem solving.
  • Ability to read, understand, interpret, and analyze engineering plans, specifications, engineering drawings and related regulations and information.
  • Ability to develop clear, concise, and accurate technical engineering plans, reports and correspondence.
  • Ability to establish and maintain effective working relationships within the department, with public and private agencies, and with the general public.
  • Ability to research and analyze data, and ability to communicate effectively both orally and in writing.
  • Ability to provide excellent customer service, in sometimes stressful situations, to internal and external customers; resolve disputes or non-compliance issues in a tactful, diplomatic manner.
  • Ability to read and interpret plans, specifications and related documents; compare to observations during field inspections.
