The salary range shown represents the minimum to midpoint salary for this position. The actual salary offered will depend on qualifications and experience.

Responsible for the purchasing of parts, materials, equipment and supplies at the best value while meeting the delivery needs in compliance with relevant regulations.

Position requires analysis of both inventory usage rates and quotations to develop recommendations to ensure adequate inventory levels to sustain utility operations while not overstocking and tying up too much capital in inventory.

Also responsible for the administration and management of fleet vehicles. This includes but is not limited to monitoring fleet usage, scheduling maintenance and repairs, procurement and disposal of fleet vehicles.

Ensure fleet garage has adequate inventory levels of consumables to permit efficient maintenance operations.

This position works under minimal supervision, requires considerable initiative, efficient analysis skills and sound independent judgment. This position reports directly to the Purchasing Supply Chain & Fleet Manager.

(NOTE: There are also secondary functions, which the employee will be required to perform.)

Graduation from an accredited college or university with a Bachelor's Degree in Business Administration, Supply Chain or other related area of study. Five (5) years of progressively responsible experience in public purchasing and procurement functions and / or contract administration; Certified Public Purchaser (CPP) from National Institute of Government Purchasing (NIGP) and/orCertified Public Purchasing Officer (CPPO) or Certified Professional Public Buyer (CPPB) from Universal Public Procurement Certification Council (UPPCC) within five (5) years is preferred but not required.

Experience in the use of Microsoft Office is essential, demonstrated by achieving a score of at least 70% in basic Excel, 80% in basic Word, and 70% in PowerPoint.

When considering new job applicants, a comparable amount of training and experience may be substituted in lieu of some of the minimum qualifications.

Valid Florida Drivers License is required.

Review inventory transaction activity and initiate replenishment action (requisition) as needed to ensure adequate inventory levels.

Incorporate both historical usage and planned projects to develop purchase recommendations.

Leverage AURSI (online quoting platform) to facilitate competitive bidding, leverage FMPA, CoOp contracts, etc. as leverage to keep our delivered price as low as possible.

Works closely w/ Warehouse Team to develop / maintain understanding of space constraints, special considerations,. etc. to ensure efficient utilization of storage capacity.

Maintains a constant dialogue with Engineering to ensure any spec. changes are incorporated into purchase decisions. Also works w/ Engineering to develop suitable substitutes for critical SKUs.

Analyzes bid responses for conformity with specifications, lead-time requirements, price, and most satisfactory source of supply.

Develops Requisition with recommended supplier, quantity, price and includes relevant documentation including justifications and any single or sole source recommendations.

Awards / issues purchase orders to the supplier, monitor delivery times. confirming delivery of materials. Issues change orders as necessary.

Maintain good relations w/ vendors, distributors, etc.

Stay attuned to market trends, etc. and communicate w/ Engineering to ensure general market condition(s) awareness.

Source new suppliers, evaluate their capacity to deliver product(s) as needed considering such factors as price, quality, availability and other relevant criteria.

Administers the scheduling of preventative maintenance and/or repair activities with inhouse mechanic and/or 3 rd party repair center.

Administers the sale of FPUA surplus fleet assets to ensure proper procedures are followed.

Review invoices for accuracy, resolve discrepancies and approve for payment.

SECONDARY JOB FUNCTIONS

Issues and accounts for meter seals, medical seals and demand seals.

Serves as backup to the Warehouse Team.

Maintain SKU details in databases (Great Plains and AURSI)

Serve as Departmental Payroll Coordinator.

Maintain Fleet Database

Performs special assignments and other related work, as required.
