The Opportunity:
McElhanney is excited to announce an opportunity for two Division Managers to join our dynamic Alternative Project Delivery (APD) branch , based in our Calgary and Surrey offices .
Our APD team specializes in the delivery of infrastructure projects through innovative procurement methods beyond the traditional design-bid-build model including Design-Build , Progressive Design-Build , Early Contractor Involvement , Alliance , and Public-Private Partnerships (P3s) . We have a strong history delivering high-profile APD projects, including Highway 91/17 Design Build, Southwest Calgary Ring Road P3, Tank Hill Alliance, Port Mann Highway 1 Improvements Design Build and Golden Ears Bridge P3. We are proud of the meaningful work we do and the communities we serve.
These openings are the result of proactive succession planning: one is driven by the continued growth of our Calgary operations, and the other by the promotion of the current Surrey Division Manager to a senior leadership role as Operations Leader. This transition reflects our commitment to long-term planning, leadership continuity, and delivering exceptional outcomes to our clients and communities.

Our APD branch includes nearly 35 technical and professional staff, including a strong base of experienced senior leaders. We deliver projects across Western Canada, with a core focus in the Lower Mainland and Alberta. What You'll be doing:
As Division Manager, you are seeking to expand your leadership impact while continuing to apply your technical expertise. Reporting to the Operations Leader based in Surrey office and working closely with senior regional leaders, you will help guide the strategic direction of the business center and region. This role blends technical leadership with business management , requiring strong skills in client relationship development , financial oversight , and team leadership . You bring a proactive mindset, a passion for mentorship, and the ability to cultivate meaningful industry relationships. As a people leader , you will oversee a multi-level team of engineers and technologists. You will play an active role in coaching and mentoring staff, providing regular feedback, and creating an inclusive, high-performing culture. Your ability to inspire and empower your team will be key to delivering successful projects and maintaining McElhanneys high standards of excellence.
Key Responsibilities:
- Provide direction on a variety of infrastructure projects delivered through alternative procurement models (e.g., Design-Build, P3, Progressive-Build, Alliance), overseeing technical, logistical, and financial aspects from proposal through to commissioning.
- Manage and lead major APD projects, including technical and commercial teams, while working closely with our internal team and external partners
- Lead and contribute to successful project pursuits, including preparation of high-quality technical and commercial proposals.
- Hire, develop, and retain a high-performing team by fostering an engaged, inclusive, and collaborative work environment.
- Mentor and coach team members, promoting continuous learning and professional growth across all levels.
- Collaborate with other McElhanney business centers and regional teams to support cross-functional delivery of projects.
- Build and maintain strong relationships with clients, industry partners, and regulatory agencies to grow business opportunities and enhance McElhanneys market presence.
- Support the Operations Leader in managing operational functions, including workload planning, staffing, quality, safety, and financial performance.
- Contribute to the development and execution of business center strategic plans and budgets.
- Represent McElhanney externally to clients, partners, and professional organizations, helping to elevate the companys brand and reputation in the industry.

Qualifications:
- Degree or Diploma in Civil Engineering from an accredited university or institute, or otherwise able to register as a professional with EGBC or APEGA, with demonstrated strong technical skills and 10+ years of related technical and project management experience in civil engineering.
- Experience with all government levels, and construction contractors, would be an asset
- Registration in good standing as a Professional Engineer or Engineering Licensee (AScT) in British Columbia or Alberta or ability to obtain registration through existing inter-jurisdictional agreements.
What Can We Offer You?
The salary range for this position is $135,000 to $170,000 per annum. McElhanney offers fair compensation that is commensurate with the individuals education, experience, skills, and professional qualifications. The posted base salary/wage range is representative of the required level of qualifications and experience for the position as noted in the job posting. The salary offered will be based on the experience and qualifications of the successful candidate.
