Experience Required: 0- 3 years of field experience (Level I); Minimum of 3 years field experience (Level II)
Minimum Education Requirements: Associates Degree in Civil Engineering or a related field (Level I); See certification requirement for Level II
Direct Supervisor: Environmental Manager
Primary Work Location: Construction sites in Rockingham County
Physical requirements: This is sedentary and agile work requiring the exertion of up to 50 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
Certification: Engineer-in-Training (EIT) certification for Level II
Job Summary: The Engineering Technician performs advanced technical and professional work involved with the review, design, construction, and inspection of land development and construction projects. Participates in pre-application, site plan review, and pre- and post-construction meetings. Assists in the inspection of workmanship and materials of contractors for compliance with County specifications and industry standards. Assists in the monitoring and reporting of County capital projects from conception to completion. Serves the Engineering and other County Department staffs with a wide variety of engineering designs, calculations, and project management.
Essential Job Functions
An employee in this position may be called upon to do any or all the following essential duties:
- Administers the Countys site plan review program, and assist in the review of engineered plans for compliance with applicable land development and site construction specifications and regulations; providing recommendations pertaining to approval of submitted designs
- Represents the department at pre-application, site plan review, and pre- and post-construction meetings
- Inspects work in progress and work completed to ensure quality and conformance to land development and construction plans, specifications, and regulations
- Participates in the design of County engineering projects by performing measurements, computations, and CAD drafting
- Provides outside engineers, contractors, and the general public with technical information concerning development activities, and respond to their questions and concerns
- Offers technical assistance to parties planning land improvement and construction activities
- Supports Zoning, Environmental, and Public Works inspection staff in their permitting processes and in the resolution of project field conflicts
- Engages with Engineering employees as well as other departments employees for various County projects
- Assists in the review of County capital improvement project bid documents, including drawings and specifications
- Assists in the monitoring and reporting of County capital improvement projects
- Prepares a variety of technical reports and gives presentations of those reports, as required
- Maintains and updates engineering files, databases, maps, records, and charts
- Perform other tasks as assigned
Knowledge
- Fundamental knowledge of civil engineering and construction practices (as applied to environmental, water, sewer, and site construction)
- Firm understanding of how to read blueprints and other construction plans
- Understanding of project management
Skills
- Excellent written and verbal communication skills, including public speaking and presentation
- Experience with Microsoft Word, Excel, and PowerPoint software
Abilities
- Ability to manage multiple projects and priorities at the same time while meeting deadlines
- Interpersonal skills, with the ability to establish effective professional relationships with other employees and customers
- Regular work attendance is required
