**Responsiblities**

The Low Rigor Project Manager II will report to the Manager of Low Rigor Projects within the Infrastructure Project Planning & Delivery Directorate and provide program and project management support across various construction projects and programs across the campus.

**Key Responsibilities**

+ Under general supervision of a senior level project manager in support of various self-performed and sub-contracted construction projects assigned by the management team.

+ Support Project and Program Management of Direct Operations, Maintenance, and Capabilities-Enhancing scope.

+ Manage low rigor projects (<$5 tpc)="" of="" low="" complexity.="" responsible="" for="" all="" aspects="" of="" the="" project="" over="" the="" entire="" lifecycle="" (initiation,="" planning,="" executing,="" monitoring="" &="" controlling,="" and="">

+ Perform annual, quarterly, monthly, and weekly program and project reviews and status reporting, as required.

+ Integrate with partner and interfacing directorates/programs/projects to ensure a collaborative and comprehensive approach to asset management and program execution.

+ Support development and implementation of long-term strategic plans that are integrated with mission requirements in support of future execution.

+ Collaborate with Enterprise Infrastructure Programs Project and Program Managers, Facility/Asset Management, execution organization personnel, and other key stakeholders, for the definition, prioritization, and planning of future NNSS infrastructure investment projects.

+ Support MSTS Project Delivery Initiative and Resources Demand Analysis deliverables.

+ Develop and implement strategies to identify, manage and mitigate risk.

+ Host project meetings with integrated project team and with managers.

+ Develop project plans that identify resource and budgetary needs.

+ Provide feedback, advice, project updates and encouragement to team members.

+ Manage deadlines and push the team to ensure timeliness.

+ Coordinate with vendors and suppliers as necessary.

**Qualifications**

+ Bachelor's degree in a related field or equivalent training and experience and 2 years' related professional experience.

+ The following are considered Bachelor Degree related fields:

+ Project Management

+ Construction Management

+ Business Management

+ Engineering

+ Others on a case basis

+ Previous project management experience and responsibilities should include:

+ Managing or supervising projects (<$5m tpc)="" and="" project="" teams=""><10 people)="" through="" representative="" project="" lifecycle="">

+ Maintaining satisfaction of stakeholders with differing needs and expectations.

+ Identifying and complying with project requirements in development of products and deliverables supporting the project team in successfully achieving project scope, schedule, and cost objectives.

+ Previous demonstrated successful program and project management experience defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.

+ Successfully demonstrate one or more of the following:

+ Field work in the construction/maintenance trades

+ Related military experience technical, civil or field construction experience

+ 2 years as a project manager in a construction related capacity

+ Possess excellent oral and written communication skills in order to effectively interface with all levels of the organization.

+ Knowledge and skills sufficient to develop key project elements, schedule, cost, risks, and possess a strong understanding of project management concepts to include knowledge and understanding of construction means and methods within field execution space.

+ Experience leading or participating as a key contributor with implementation of NNSA and/or Institutional initiatives.

+ Ability to exercise high degree of accuracy required in writing technical documents and ensuring all company policies and procedures are followed.

+ Treat all information and data within the scope of the position with appropriate confidentiality and security.

+ Primary work location will be at the Nevada National Security Site, Mercury, NV (Located 65 miles northwest of Las Vegas, Nevada).

+ Work schedule will be 4/10s Monday through Thursday (subject to change).

+ Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

+ Must possess a valid drivers license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 ( , Personnel Security. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

**Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 ( , Workplace Substance Abuse Programs at DOE Sites, will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $75,192.00 - $112,798.40.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
