Description
Environmental Properties Management LLC (EPM), solely as the Trustee of the Cimarron Environmental Response Trust (CERT), is seeking a qualified and experienced environmental remediation professional to serve as Project Manager (PM) / Remedial System Operator for the remediation of groundwater at the former Cimarron Facility located 10 miles west of Guthrie, Oklahoma. This full-time position will be located at the remedial groundwater treatment facility to be constructed at the CERT project site. The successful candidate will be responsible for the safe, efficient, and compliant execution of all groundwater remediation and site decommissioning activities.
The Trustee PM / Remedial System Operator will be responsible for the overall management and execution of groundwater remediation and decommissioning of the CERT site and will assist the EPM Trust Administrator in executing administrative duties associated with the CERT. This includes managing the construction and operation of the proposed groundwater remediation system (comprised of groundwater extraction, treatment and reinjection systems), implementing safety and quality assurance programs, maintaining regulatory compliance, tracking and actively managing project budgets and schedules, managing contractors, preparing project correspondence and deliverables, leading meeting with CERT members and stakeholders, and serving on the As Low As Reasonably Achievable (ALARA) Committee. The role also involves hands-on operation and maintenance of the remediation system.
Managing the general contractor constructing the groundwater remediation system.
Managing the operation and maintenance of the groundwater remediation system (comprised of groundwater extraction, treatment and reinjection systems) once constructed
Ensuring adherence to all safety protocols and regulatory requirements (Nuclear Regulatory Commission [NRC] and Oklahoma regulations).
Overseeing implementation and maintenance of comprehensive radiation safety, safety & health, and quality assurance programs.
Retaining and managing contractors/consultants and ensuring they possess the qualifications and experience to comply with site-specific programs (radiation protection, quality assurance, safety & health).
Actively participate as a permanent ALARA Committee member. Review and approve ALARA plans and procedures.
Preparing detailed scopes of work, cost estimates, and budgets for all project activities.
Preparing reports on construction and decommissioning progress in accordance with the NRC license.
Developing and managing annual CERT budgets.
Managing project implementation, including quality assurance/quality control, scheduling, and budget control.
Conducting monthly project status teleconferences with the NRC and Oklahoma Department of Environmental Quality (DEQ).
Overseeing the preparation of work plans, investigation reports, and remediation system reports.
Managing the technical aspects of site decommissioning and groundwater remediation.
Overseeing the management and proper disposal of low-level radioactive waste in accordance with all applicable regulations.
Overseeing the maintenance of the Cimarron property.
Operating and monitoring remediation equipment and systems (pumps, motors, valves, control systems).
Overseeing contractors conducting maintenance and repairs on mechanical, electrical, and instrumentation equipment.
Conducting regular inspections and preventive maintenance to ensure optimal performance and regulatory compliance.
Overseeing and assisting with compliance sampling of remediation systems (influent, effluent, monitoring wells, etc.).
Troubleshooting and diagnosing equipment malfunctions and implementing corrective actions.
Maintaining accurate records of operations, maintenance activities, and equipment performance.
Collaborating with team members to ensure smooth operations and address issues promptly.
Contributing to the completion of routine operation and maintenance reports.
Ensuring compliance with all environmental regulations and company policies.
Other duties as assigned.
Qualifications
Bachelor's or Master's in geology, environmental science, environmental/civil/chemical/geological engineering, or a related field from an accredited curriculum.
Strong understanding of and current knowledge of applicable NRC and Oklahoma regulations and regulatory programs.
Minimum of 7 years of experience in environmental remediation or facility decommissioning; 15 years preferred. Project management experience is highly preferred.
Proven experience managing NRC-regulated projects.
Excellent written and verbal communication skills.
Strong analytical and problem-solving skills.
Ability to work effectively within a team framework.
Self-motivation and the ability to multitask.
Ability to effectively manage a wide variety of project-related matters.
