The purpose of this position is to perform highly responsible work in the management and oversight of the Transportation and Transit Construction Office. Employees in this classification function in a management capacity, and are responsible for administrative and supervisory work, including the development of policies, supervision of professional personnel, coordinating the process of construction planning, engineering, and management for all transportation projects. This includes work such as Capital Improvement Planning, procurement and negotiation of professional services contracts, construction engineering and inspection, environmental permitting, utility coordination, and right of way permitting. Assists the Executive Director of Transportation & Transit in advancing division initiatives and implementing the Countys Strategic Plan. The employee in this classification is responsible for ensuring adherence to, and compliance with, all applicable County, State and Federal code and regulatory requirements applicable to the work. The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. Experience: Twelve (12) years progressively responsible professional experience in construction management, including a minimum of four (4) years in a supervisory/management capacity; or sixteen (16) years progressively responsible professional experience in construction management, preferably in a supervisory/management capacity; or an equivalent combination of education, certification, training and/or experience.
A Master's Degree from an accredited college or university may be substituted for three (3) years of experience. Certification or ability to obtain certification within three months of employment in the following:

- Provides visionary guidance for all transportation construction projects within the County, aligning initiatives with Osceolas core transportation priorities. Develop and enforce strategic plans that position Osceola County as a state leader in infrastructure.
- Manages and execute project schedules, budgets, and resources, ensuring all initiatives are delivered on time, within budget, and meet or exceed quality standards. Control project milestones rigorously to optimize outcomes.
- Ensures all construction activities adhere to state and federal transportation codes, environmental standards, and safety regulations, maintaining full compliance and mitigating risk at every project phase.
- Oversees contractor performance, monitoring compliance with contractual requirements, addressing issues promptly, and instituting corrective measures to avoid delays or cost increases.
- Develops and apply construction management best practices, including risk assessment, quality control, and resource optimization. Foster a data-driven approach to decision-making and project management.
- Leads a high-performing team of project managers, engineers, and support personnel, building a culture of accountability, continuous improvement, innovation, and succession planning.
- Serves as the primary liaison between Osceola County and key stakeholders, including public entities, local governments, and community groups. Maintain a commitment to public service and community relations, particularly in addressing project concerns and engaging positively with stakeholders.
- Designs and implement objectives for the Construction Management division within the Countys Transportation & Transit Department. Set, enforce, and adapt policies that guide division operations to achieve strategic goals.
- Develops, manage, and control project and division budgets, including performing cost control activities, monitoring revenues, and ensuring fiscal responsibility across all functions.
- Maintains up-to-date knowledge of regulatory trends and apply them to relevant operations, providing technical plan reviews and interpreting applicable codes to ensure regulatory adherence.
- Conducts special studies, prepare in-depth reports, and generate legal and financial documentation as requested by the Transportation & Transit Executive Director.
- Generates monthly reports and prepare cash flow analyses for large-scale capital projects.
- Engages directly with public officials, developers, contractors, architects, engineers, Board Members, and Department Heads to disseminate information, resolve issues, and facilitate the successful completion of construction activities.
- Represents the Construction Management Division in executive meetings to present objectives, annual reports, and project updates. Play an active role in strategic discussions at the executive level.
- Fulfills other related administrative and executive responsibilities as assigned, ensuring smooth division operations and effective resource allocation.
- Performs duties as assigned/necessary which are related, or logical in assignment to the position.

- Ability to effectively plan, direct and manage a diverse staff comprised of entry and expert level professionals, contractors, in house and consultant managers, and management engaged in carrying out division functions.

- Ability to exercises sound judgment and discretion in decision making and all phases of responsibilities.
- Ability to read and interpret construction plans and construction contract documents.
- Ability to communicate effectively both orally and in writing with skills in making effective presentations.

- Ability to use a personal computer and associated computer programs to accomplish assigned tasks.
