The employee occupying this position performs work relating to residential and commercial building plan review , building inspection, building code abatement and enforcement duties. Works with Community Development Department co-workers to accomplish various assignments and activities. Performs a variety of routine and complex technical work related to inspecting and enforcing the provisions of the adopted building codes and standards and other applicable city ordinances. May also be assigned to assist with front counter activities such as answering questions and issuance of permits. Performs other duties as required.

The position is distinguished from other classifications in that it is provides skilled technical services in building codes and inspections and management support in carrying out the mission of the Community Development department.

Provides effective and efficient customer service and promotes and maintains responsive community relations.

  • Attends meetings and various seminars relating to building codes and inspection.
  • Performs and/or coordinates field inspections and provides code interpretations relating to building (structural, framing footings, etc.), plumbing (utility, sanitary, storm sewer, etc.), electrical and mechanical (HVAC, venting, gas lines, etc.) for commercial and residential construction to ensure compliance with adopted building codes and ordinances. This includes but not limited to new construction, remodeling, additions, rehabilitations, rental properties and/or other structures (fences, garages, storage sheds, etc.).
  • Assists with residential and commercial building site plan reviews, fire and life safety plan reviews, and provides on-going assistance throughout the project by meeting with owners and contractors to assist in compliance with building codes adopted by the city.
  • Periodically inspects to monitor for violations of local code; responds to complaints of potential code violations relating to signing, building occupancy, hazardous conditions, construction or other code related matters; initiates communications and enforcement actions to achieve corrective action.
  • Maintains a variety of logs and records related to work assignments and inspection activities.
  • Assist with updates and revises residential, building, existing building, plumbing, electrical, mechanical, fire and energy conservation codes adopted by the city.
  • Issues certificates of occupancy.
  • Provides various building reports upon request.
  • Inspects older structures for structural and fire safety and advise owners of unsafe conditions.
  • Initiates legal action for compliance of codes adopted by the city.
  • Performs other duties as assigned by Director of Community Development.
  • Interprets, amends, modifies, and enforces Title 14 Sign Code.
  • Promotes the mission of Community Development.
  • Preferred; Degree in construction related field and/or certified by I.C.C. as a commercial building inspector, fire inspector 1, mechanical inspector, and commercial plans examiner.
  • Minimum; High school diploma or equivalent. At least three years experience as a building inspector or related job which required the use of building codes.
  • Ability to acquire I.C.C. certification as a commercial building inspector, fire inspector 1, mechanical inspector, and commercial plans examiner within 1-2 years.
  • Must possess current Alaska Drivers License.
  • Ability to operate a motor vehicle and maintain satisfactory driving record.
  • Knowledge of the full range of department functions, regulations, policies and procedures. Ability to assist in developing, planning and implementing department programs, projects, and budget.
  • Understanding of principles, theories, techniques, trends and procedures associated with department and personnel management.
  • Ability to effectively interpret plans, diagrams, specifications and manuals properly and accurately.
  • Ability to comprehend instructions from oral and written English communications and drawings.
  • Knowledge of mathematics and geometry as applicable to building design problems of moderate complexity.
  • Ability to establish and maintain effective working relationships with fellow employees, outside consultants, contractors, and the public.
  • Knowledge of the materials, principles and practices of constructing, installing, and altering various building components in both residential and commercial applications.
  • Knowledge of the materials, principles and practices of constructing, installing maintaining and operating a variety of heating, cooling, ventilating and refrigeration systems in both residential and commercial applications.
  • Knowledge of the materials, principles and practices of constructing, installing, maintaining and operating a variety of electrical and plumbing installations, equipment and testing devices in both residential and commercial applications.
  • Knowledge of safety rules, regulations and practices applied to construction areas and office spaces.
  • Ability to meet attendance requirements for the position.
