The purpose of this classification is to supervise the day-to-day operations and staff involved in the maintenance of Consolidated Government parks and facilities following all county departmental policies, procedures, and safety standards.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Organizes, prioritizes, and assigns work activities for assigned areas: prioritizes work activities to meet objectives; ensures subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex and problem situations and provide technical expertise; and provides progress and activity reports to department management.
  • Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individual; and initiates any actions necessary to correct deviations or violations.
  • Supervises the daily maintenance of Consolidated Government-owned parks, facilities, athletic fields, nature trails, etc.; inspects assigned parks, nature trails, grounds, fences, buildings, recreation centers, etc.: determines maintenance and repair needs; compiles project lists for cost analysis and materials; develops maintenance schedules; assigns maintenance activities; and ensures that parks and facilities meet requirements of all applicable codes, laws, rules and regulations.
  • Supervises the performance of a variety of landscaping duties, such as mowing grass, planting flowers and shrubs, weed eating around signs and fence lines, edging curb lines, clearing leaves, tree limbs and other debris from park areas, spreading and hauling ground cover, dirt, or mulch, applying herbicides and pesticides, pruning trees and shrubs, weeding flower beds, aerating and spreading grass seed, servicing irrigation systems, grooming and lining ball fields, removing snow and ice, etc.
  • Supervises maintenance and construction tasks for various parks and facilities, such as resurfacing and renovating playgrounds, fields and courts, painting buildings, equipment, and parking lots, repairing and assembling fences and playground equipment, building sets and staging, shelves and other items, and performing light plumbing, electrical, masonry and carpentry repairs, etc.
  • Supervises the performance of general custodial duties at various parks and facilities, such as cleaning parks, ball fields, restrooms, kitchens, locker rooms, meeting rooms, and other areas, vacuuming carpets, scrubbing and waxing floors, dusting, washing windows, emptying trash, and setting up and tearing down staging, chairs, tables, bleachers, etc. for meetings, classes, tournaments, and events.
  • Maintains inventory of equipment, parts and supplies: ensures adequate inventory to complete work assignments; orders equipment, parts, and supplies; and maintains related documentation.
  • Supervises the operation, use and maintenance of Consolidated Government-owned vehicles, equipment, power tools, hand tools, and other power and motorized equipment; ensures maintenance of vehicles, equipment and tools and work and shop areas; and schedules repairs as needed.

POSITION SPECIFIC RESPONSIBILITIES:

  • Responsible for inmate supervision to include, training, transportation, and directing work

Education: High school diploma or GED with vocational or technical training in landscaping, parks maintenance or related field

Experience: Five (5) years of experience in parks maintenance required; three (3) years of experience in crew/staff supervision preferred

Knowledge/Skills/Abilities:

  • Considerable knowledge of safe working practices and horticultural, turf management and/or cemetery practices
  • Knowledge of various equipment, parts, and supplies utilized in landscape maintenance
  • Knowledge of computers sufficient to process payroll records, supply requests, create, maintain and close work order documents.
  • Ability to effectively and efficiently schedule crews for task completion
  • Good communications skills, both oral and written
  • Demonstrated ability to work independently

Special Requirements:

  • This position requires accessing a secure facility. Employee shall meet and maintain the security requirements/clearance set by the Richmond County Correctional Facility
  • Must obtain a Georgia Commercial Pesticide Applicators Certification (Ornamental and Turfgrass) within 6 months of employment.

Licensing/Certification: Possession of a valid driver's license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment. CDL Class A or B are desirable but not required for the job.

  • Physical Abilities: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and prolonged standing, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
  • Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, heights, confined spaces, electric currents, traffic hazards, bright/dim lights, animal/wildlife attacks, animal/human bites, water hazards, or rude/irate customers.
