Opportunity:
Serve as the functional team lead for the U.S. Army Intelligence and Security Command (INSCOM) Global Intelligence, Logistics, and Engineering II (GILE II) Facility Engineering Team and World-Wide Generator Program. Will lead a team of approximately 10 engineers. This position will be located onsite at Ft. Belvoir.

Responsibilities:

  • Serve as the functional team lead for the U.S. Army Intelligence and Security Command (INSCOM) Global Intelligence, Logistics, and Engineering II (GILE II) Facility Engineering Team and World-Wide Generator Program.
  • Manage the activities, project schedule, and lead/mentor a team of highly skilled employees in the Mechanical Engineering, Electrical Engineering, Draftsman (CADD), and Master Electrician/Master Generator Technician labor categories.
  • Provide professional project management support for engineering efforts in Contractor supported locations and facilities.
  • Plan and organize management of projects for successful completion and performance consistent with contractual requirements, Government regulations, and program objectives.
  • Analyze the execution of multiple simultaneous projects to ensure proper utilization of work force, materials, funding, facilities, and equipment.
  • Execute Facility Engineering tasks through close interaction with the GILE team and other Government and Contractor engineers.
  • Provide professional project management support for engineering efforts in Contractor supported locations and facilities.
  • Support equipment within the designated strategic (fixed), tactical and mobile facilities or mission equipment shelters and systems inside or outside secure areas.
  • Review engineering design proposals, design drawings, specifications and other technical document submissions and recommend improvements.
  • Provide advice and guidance to Government engineers involving all aspects of facility design, construction, operations and maintenance, and repair.
  • Review reports and studies to identify deficiencies and participate in the planning of construction/redesign programs.
  • Utilize appropriate software to manage projects in design, construction, operation and maintenance and repair.
  • Manage efforts to prepare facility design concepts, MILCON programming documents, cost estimates, economic analyses, plans and specifications, and all related construction project documentation for construction projects to be executed through subcontract or in-house resources.
  • Manage efforts to inspect existing facilities to identify deficiencies, recommend changes, and ascertain compliance with the applicable code of record.
  • Provide guidance, direction and assistance to technicians working in related disciplines.
  • Maintain technical liaison and communication between on-site technicians and the Contract Officer Representative (COR).
  • Oversee project performance, schedule, quality, and financials.

Qualifications:

Required:

  • Bachelors degree or equivalent experience in technical, engineering, or military discipline.

  • At least ten (10) years of experience in Project Management
  • At least three (3) years of experience leading an engineering or technical team.
  • Understanding of contract fiscal and business management including the management of Quick Reaction Capability (QRC) efforts.
  • Knowledge of the functions and operations of major U.S. military commands.
  • Complete understanding of contract cost and pricing principles that translates efforts into achievement especially in acquiring new and follow-on business.
  • Fluent in English, including the ability to read, write, and comprehend technical documentation, schematics and diagrams written under the ANSI standards.
  • Excellent communication, effective leadership and interpersonal skills.
  • Advanced leadership and decision-making skills to effectively lead cross-functional teams in a fast-paced environment.
  • Experience utilizing various computer programs (i.e., Power Point, Excel, Word, Project).
  • Experience in facility design, installation, operation and maintenance.
  • General understanding of Generator, Automatic Transfer Switch (ATS), Uni
  • General understanding of Generator, Automatic Transfer Switch (ATS), Uninterruptible Power Supply (UPS), and Switchgear operations.
  • General understanding of equipment Preventive Maintenance and Corrective Maintenance requirements.
  • Experience with large, complex construction projects.
  • U.S. Citizen
  • Final Top-Secret Clearance based upon a TIER 5 Background Investigation with favorable eligibility determination for access to Sensitive Compartmented Information (SCI) IAW ICD 704.
  • Some positions or assignments may require a Counterintelligence (CI) Scope Polygraph, especially those requiring access to TDN2.

Desired:

  • Project Management Professional (PMP) strongly desired.
  • Professional engineering registration preferred.

The proposed salary range for this position is:
