In this role, youll serve as the on-site lead for construction projects of varying size, scope, and complexity focused on the City of Boises collection system the vital underground network that keeps our citys water infrastructure functioning. Youll represent the City on the groundcoordinating field activities, leading contractors, and ensuring the safe, high-quality delivery of critical public works infrastructure that directly serves our community.
Working within a collaborative Construction Management Team (CMT) environment, youll provide day-to-day direction on-site while enjoying the autonomy that comes with working under general guidance.
Required Knowledge, Experience, And Training- Bachelors degree in construction management or a similar field
- 5 years of experience representing an owner on construction projects, or an equivalent combination of education and/or experience.
Valid state-issued drivers license.
Wastewater Treatment Operator Class I license within one year of employment.

Provides planning, direction and coordination for various multi-phase, simple to complex and unique individual construction projects. Monitors individual construction project budgets, including review, negotiation and certification of contractor pay requests, review of initial contractor change order requests and internal cost estimates for owner-requested changes. Provides input for the development, review and analysis of project schedules. Monitors project contract for compliance and overall project status. Reviews plans and specifications and recommends appropriate field design changes.
Works with contractors and designers to resolve project conflicts and issues. Organizes and conducts construction-related meetings with staff, design consultants and contractors. Conducts daily site inspections to ensure compliance with construction plans and specifications. Reviews and mitigates potential claims against the city by contractors. Negotiates, prepares, reviews and provides recommendations and documentation for justification for the contractor and owner-requested change orders and contractor pay requests.
Assists with developing construction project contract terms, conditions, requirements, specifications and drawings. Provides a review of consultant submittals. Documents, reviews and provides recommendations for resolving any changes that may arise during contract implementation or execution and project construction. Prepares and advises on standard construction procedures.
Acts as a construction-related liaison between the city's internal departments and outside professional consultants, contractors and regulatory agencies. Promotes and maintains cooperative efforts between the city and external contractors. Coordinates with water renewal plant operations staff to ensure proper and continuous operation of facilities during design, construction and before and after facility startup. Provides oversight of administrative support and inspection staff assigned to construction projects.

Knowledge of:; construction management principles and practices, planning, scheduling and budget/cost management; public works construction materials and practices for wastewater, potable and reclaimed water improvements; principles and techniques for managing contractors, construction contract documents and construction plans; computer usage, including related software; applicable laws, regulations and building codes; and principles and practices of civil engineering
Ability to:; read and interpret engineering plans, specifications, bid documents and contracts; properly and thoroughly inspect materials and workmanship; prepare and verify estimates of construction costs; supervise, plan and participate in highly complex and responsible construction coordination and inspection work; determine the status of construction work and verify adherence to contractual obligations and schedules; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.
Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
Seven years of experience in construction site management, planning and scheduling; certification as a Special Inspector; fiscal coordination of large, multi-phase (complex) municipal construction projects; and two years as a superintendent with management responsibilities.
Knowledge of:; design criteria as it applies to wastewater treatment, sanitary sewers and drainage; and associated governing codes, such as the Idaho Standards for Public Works Construction, Uniform Building Code, Uniform Plumbing Code and the Uniform Electrical Code.The physical effort characteristics and working environment described here are representative of those an employee encounters while performing the essential functions of this job. Physical Efforts
While performing the duties of this job the employee is occasionally lifting/carrying up to 20 pounds. Also, the employee is occasionally pushing/pulling up to 10 pounds. The noise level is occasionally moderate. Work includes sensory ability to talk, hear and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.
Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical hazards. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals. Exposed to various hazards associated with municipal construction sites and projects. This position is primarily located at, but not limited to, water renewal (wastewater treatment) facilities.
This position works: normal business hours. However, as projects or emergencies dictate, weekend, shift, and holiday work may be required.
