As a Lead Roadway Contracts Manager, you'll join a collaborative team ensuring that our clients can deliver their services - uninterrupted. Based in Pompano Beach, FL you will inspect and manage roadway maintenance contracts. In this role, you will prepare and review work orders, progress reports, approve invoices and assist in the preparation of contract packages by providing field data. Part of the responsibilities include tracking, monitoring, inspecting and coordinating work tasks assigned to contractors; monitoring the contract balance; making cost decision regarding the use of Contract Services; and documenting contractor performance.
The Lead Roadway Contracts Manager responsibilities will involve the inspection and management of multiple roadway and structure maintenance contracts on the Florida's Turnpike in the South Florida area. Duties will include but are not limited to the following: reviewing roadway/roadside for short-term and long-term roadway needs, develop and maintain annual contract work plans, prepare and review work orders; planning and scheduling of activities; progress reports; approving invoices and assisting in the preparation of contract packages by providing field measurements and estimating quantities; reviewing construction projects for maintenance needs; performing periodic inspection of roadway components; inspecting outdoor advertising permits. As the Lead Roadway Contracts Manager, you should possess good supervisory skills in managing multiple Contract Managers and Field Inspectors. In this role, you will be required to properly communicate with the staff and address issues in a professional manner.
The Lead Roadway Contracts Manager will assist the Zone Manager with oversight of work needs and activities; ensure all work plans are developed, updated, and executed routinely; and be able to provide directions to other staff as needed. The position will also assist in providing support on GIS mapping, creation of dashboards for OMS and GIS tracking, and provide coordination with Resolution Communication Document (RCD) reporting requiring updates.
Job Responsibilities:
Assist in the assignment of contracts to contract managers.
Provide and maintain a schedule for inspectors' coordination with Contract Managers.
Maintain and update Contract Assignment master list.
Manage Customer / Resident complaint process Zone 1.
Review, assist in development, and ensure proper processing of all Zone 1 contracts including performance based.
Assist in the preparation of maintenance contract packages by providing coordination of field measurements, estimating quantities and other necessary data.
Prepare and review contract maintenance work orders.
Plan and schedule contractor maintenance activities.
Coordinate with the Zone Manager on oversight of work needs and activities; ensure all work plans are developed, updated, and executed routinely; and be able to provide directions to other staff as needed.
Prepare contract progress reports.
Periodically review the roadway and roadside for short-term and long-term maintenance needs.
Assist in performing and coordinating semi-final inspections of construction projects.
Assist in response to RISC or other major incidents to assist in highway clearance during normal work hours.
Be assigned On-Call status for emergency calls from Turnpike Operations Center for up to two months per year, during which assigned time,
Must respond to a "call to report" at an agreed upon telephone number, and
When called, must immediately report to a work location and assist in returning the roadway to safe operation.
Provide GIS support and coordination efforts with GIS Manager.
Assist in the development of Dashboards for OMS and GIS tracking.
Be responsible as GEC Lead of Department Indicatives for Maintenance Request Reports requiring Resolution Communication Documents (RCD) reporting.
Provide additional support to Roadway Maintenance for various miscellaneous efforts as directed by management.

Onsite employees are expected to attend a Jacobs Workplace on a full-time basis, as required by the nature of their role.
Here's what you'll need
- Minimum of 3 years of roadway maintenance and/or construction experience
- Must be able to read and interpret roadway plans and specifications; prepare reports both written and oral and must also possess good overall communication skills.
- Background in Civil engineering, Construction management/engineering related and/or construction experience
- Position will work out of the Pompano Beach Operations Center.
- Must have valid driver's license with no major infractions
- Ability to lift 25 pounds / Ability to perform duties outdoors.
- Proficient in Microsoft Office Products.
Ideally, here's what you will also have:
- Experience with Florida Department of Transportation specifications and procedures
- Knowledge of Maintenance of Traffic (MOT) standards
- AA degree or HS diploma and equivalent experience.
Working Conditions & Physical Requirements:
The physical and environmental demands required to perform the essential duties of this position include standing, walking, sitting, coordination, balance and agility demands, which may include the ability to stoop, kneel, squat, grasp, reach, perform repetitive hand movements. Additional demands may involve a specific level of dexterity, grip strength, climbing and cardiorespiratory demands. The work areas may be indoor, outdoor, have loud noise, active machinery, high pressure fluid systems, electrical equipment, confined spaces, heights and depths, fumes, air borne particles, noxious gases, and chemicals. The use of appropriate safety equipment will be mandatory in these areas to prevent hazardous contact.

The base salary range for this position is $83,000.00 to $104,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
