Summary

Under administrative direction from the Public Works Director/County Engineer, the Environmental Services Division Chief is responsible for the health and protection of Bexar County residents by ensuring water quality through the permitting and regulation of on-site sewage facilities (OSSF aka "septic systems"), stormwater quality and pollution prevention through the permitting and regulation of construction sites, nuisance complaint investigations, environmental consultation, and support to other Bexar County agencies. The Division Chief is responsible for the development and implementation of environmental regulatory policies and procedures and exercises direct supervision over a large number of professional, technical, and clerical staff

Duties and Responsibilities

  • Responsible for the operations of Environmental Services by formulating, implementing, modifying, and improving the activities within the division including OSSF, stormwater pollution prevention, and code compliance programs; recommends and administers departmental policies and procedures
  • Plans, directs, and coordinates through department staff the department's work plan; meets with management staff to identify and resolve issues; assigns projects; and reviews and evaluates work methods and procedures
  • Demonstrates continuous effort to improve operations, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service
  • Manages and participates in the development and administration of the department's budget, to include staffing, equipment, material and supplies; and directs the preparation and implementation of budgetary adjustments as necessary
  • Selects, trains, motivates, and evaluates personnel and establishes and monitors employee performance objectives
  • Monitors Environmental Protection Agency and Texas Commission on Environmental Quality adopted environmental regulations for Bexar County and develops compliance programs
  • Coordinates and administers services in air quality programs with area agencies regarding attainment issues
  • Works with public health officials in monitoring and reviewing air, water, and stormwater-related community concerns
  • Serves as authorized agent of the Texas Commission on Environmental Quality to review, regulate, permit, and inspect installation of private on-site sewage facilities (OSSF) in Bexar County
  • Directs code compliance activities and the intake, investigation, and remediation of all types of environmental complaints
  • Serves as technical advisor to Commissioners Court, County Manager, and County Engineer on environmental matters
  • Responds to and resolves sensitive environmental-related inquires and concerns from both internal and external sources
  • Reviews and signs all higher-level department communications
  • Performs related duties as required

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor's Degree in Engineering, Environmental Science, or a closely related field, and ten (10) years of increasingly responsible professional experience in the field of environmental services, including five (5) years of administrative or supervisory responsibility; or an equivalent combination of education and experience
  • Knowledge of engineering practices and procedures involving sewage, solid waste, radiation, junk vehicles, hazardous materials, asbestos, air quality, underground storage tanks, and floodplain location and permits; knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and regulations as it relates to environmental services; and knowledge of the principles of supervision, training, and performance evaluation; working knowledge of environmental law enforcement and abatement/remediation activities. Experience as a commissioned peace officer preferred
  • Skill in operating a personal computer and utilizing rudimentary software; skill in communicating effectively with diverse groups of individuals utilizing tact and diplomacy, both verbally and in writing
  • Ability to understand and interpret plans and specifications; ability to compile and present facts surrounding complex situations; ability to identify and respond to community and County Commissioners Court issues, concerns, and needs; ability to provide administrative and professional leadership and direction to subordinate staff; ability to communicate clearly and effectively, both verbal and in writing; ability to maintain effective working relationships with subordinates, other County employees, the news media, outside organizations, government agencies and the public
  • Must have a valid driver's license
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • May be required to work more than 40 hours during the workweek, nights and/or weekends

Working Conditions and Physical Demands:

  • Generally working in indoor conditions
  • Occasionally works outside with exposure to traffic, temperature extremes, rough terrain and flammable liquids
  • Frequently moves items weighing up to 15 pounds
  • Occasionally moves about the office
  • Frequently communicates with others; must be able to exchange accurate information
  • Generally, operates a computer and other office productivity machinery
  • Positions self to perform essential functions
  • Must be able to remain in a stationary position
