  • Direct supervision of the Public Works Department
  • Prioritize and schedule workload in coordination with Supervisors.
  • Keep policies and procedures updated.
  • Monitor production and evaluate effectiveness utilizing work order management and asset management systems.
  • Resolve labor disputes unsettled at the Supervisor level utilizing the labor contract, policies, personnel rules and good judgement; work with Human Resources to resolve issues; participate in grievance process.
  • Hire, train, supervise, evaluate and motivate career, non-career, and contractual staff for the department.
  • Coordinate Drug Testing program with Human Resources.
  • Maintain computerized and paper record keeping systems related to assigned activities, including daily logs, timecards, and job tickets.
  • Prepare regular and ad hoc statistical and narrative reports.
  • Right to Know Coordinator for department ensuring that the division is in compliance with State and Federal regulations.
  • Assist with budget preparation and monitoring for DPW.
  • Oversee contracted operations, assist in writing specifications, monitor and evaluate contractors' performance, and generally enforce the terms and conditions of the contracts.
  • Maintain all inventory at sufficient levels by ordering materials and supplies as warranted, including assisting with year-end audit.
  • Work with Engineering regarding plan reviews, capital improvement program, master plan, project meetings, etc.
  • Attend City Council, staff, citizen association meetings on matters that relate to the DPW as directed.
  • May act on behalf of the Director of Public Works in their absence.
  • Performs other related duties as required.
  • High school diploma or equivalent; At least two years of college level course work or equivalent, in Public Administration, project management, construction management, or a closely related field is preferred.
  • At least eight years of increasingly responsible experience resulting in considerable knowledge of the common practices, principles, and safety precautions involved in the operations of a Public Works department, including working knowledge of the equipment utilized in day-to-day operations.
  • At least two years of supervisory and administrative experience sufficient to effect knowledge of supervisory techniques; staff training, motivation, and evaluation; resolving labor disputes; budget preparation methods; and necessary computerized systems.
  • Computer proficiency with spreadsheets, work order and asset management software, and GIS.
  • Highly effective interpersonal skills necessary to deal with a demanding public, numerous contractors, a large subordinate staff, and representatives from all City departments.
  • Demonstrated organization and multiprocessing skills required to handle multiple tasks and projects simultaneously.
  • Able to work flexible hours including evenings and weekends for special projects and emergency situations.
  • Valid Commercial Driver's License and a good driving record.
  • S-3 Drinking Water Operator license or the ability to obtain within 1 year of hire.
The selection process will include a review of the applicant's experience for posted requirements, a criminal history/driving record check, and an oral board interview. A background investigation is performed on the selected candidate. Each step of the process must be passed before the applicant will be moved to the next step. Applicants will be invited to further participate in the selection process based on the nature and extent of their related experience.
