Overview : We are looking for a Senior Contracts Specialist who will be responsible for overall business analysis recommendations and reports for this project. The candidate must have demonstrated ability to ensure reports and deliverables meet expectations and are of outstanding quality, to interface with senior Department of Energy and contractor managers. The individual in this role will provide expert contracting consultation and program analytical activities, and will review project execution regularly (at least quarterly) to ensure contractual and financial objectives of OHPS support service contractors are completed. The position requires an individual with demonstrated evidence of use of excellent oral and written communications skills, as well as proven ability to meet deadlines and perform under pressure in an uncertain environment.

Work Location: This position is a hybrid role in Washington, DC. Seventh Sense will support your commute by contributing over $1,500 annually to your Transportation FSA.
Responsibilities:
The contracting support services will ensure a high level of customer service in performance of its duties. Duties include, but are not limited to, assisting the Government with the following:
- Planning and developing solicitation and funding opportunity announcement (FOA) requirements. Determining specific contract and assistance language, terms and conditions, and clauses. Selecting the appropriate type of procurement instrument and coordinating with socioeconomic specialists relative to special programs. Determining minimum or maximum contract limitations, method of award, transportation and delivery, and publication and distribution of solicitations. Evaluating offers submitted, determining responsiveness to the solicitation, evaluating offerors capacity to perform and comply with contract clauses and specifications, coordinating with technical specialists, preparing evaluation reports for source selection officials and evaluating protests and mistakes in offers. Surveying market conditions, delivery requirements, industry capabilities, economical quantities, specifications required, and capability assessments.
- Determining reasonableness of costs or prices offered. Performing cost and price analysis, analyzing industry pricing practices applicable to assigned requirements and economic developments relative to increased material, labor, or transportation costs as reflected in price indices. Evaluating cost and price data submitted by offerors to support direct and indirect costs and fee or profit.
- Performing acquisition planning and negotiations of cost and price, technical requirements, and terms and conditions of the contract or procurement instrument.
- Performing contract administration. Planning and conducting post-award conferences to assure understanding of contractual requirements. After award, monitoring all phases of award and post award, including assessment of technical progress and performance. Evaluating performance related to delivery and cost, recommending positions to be taken by the Government on actions, and remedial action for problems as they develop. Ensuring effective use of Government property. Assisting with settling a variety of claims and negotiating settlement agreements; and assisting with closing out contracts when completed or otherwise terminated.
- Performing market analysis to determine availability of the requirement or offerors. Monitoring industry factors related to the requirement, such as strikes, shortages, and inflation. Analyzing market trends, availability of specialized expertise, and technological advances. Assessing the impact of socioeconomic considerations on contract actions. Reviewing industry publications and meeting with industry representatives to acquire or exchange information.
- Resolving specification problems which limit competition among contractors. Modifying contractual clauses which discourage potential offerors from participating. Working with contractors and potential offerors to identify possibilities for assuring adequate capacity to meet Government needs, and determining the most advantageous time to solicit. Coordinating with industry associations and the Small Business Administration in efforts to expand competition.
- Performing financial assistance administration. Managing and coordinating a grants portfolio including inter-agency agreements and Cooperative Agreements. Evaluating grant proposals and providing guidance on cooperative agreements, cost-share agreements, participating agreements, collection agreements, interagency and intra-agency agreements and memoranda of understanding. Following awards, monitoring all phases of award and post award, including assessment of technical progress and performance. These positions require knowledge and skill in applying analytical and evaluative techniques to the identification and resolution of grants administration issues and knowledge of laws, regulations, agency policy, precedent cases, and other requirements that affect grant program administration.
Required Qualifications:
- The candidate must have extensive knowledge and experience working with NASA SEWP.
- Bachelors degree from an accredited university or college in the appropriate disciplines, or equivalent with 7+ years of specialized experience. Education can be substituted with proven 7+ years of specialized experience.
- The candidate must have 7+ years of federal government contracting experience.
- Demonstrated expertise in contract life cycle support ranging from day-to-day administration to program assistance and acquisition planning, and performance metrics.
- Demonstrated expert knowledge in contract management, and/or project support management.
- Demonstrated experience in managing level of effort, support services contracts, and coordination of technical and business management between organizational entities.
- Demonstrated experience and knowledge of contracting techniques including management principles ranging from conceptualizing, planning, design, project development, and understanding of cost, scheduling and control measures.
- The candidate must also have experience reviewing proposed subcontractor plans.
- Knowledge of cost and price analysis techniques to perform a variety of computations relative to labor and other direct costs, indirect costs, specification requirements and charges for preparation and dissemination of contract deliverables to determine the best value for the Government.
- Knowledge of negotiation techniques and skill in devising negotiation strategies to deal with contractors in resolving such problems as reducing costs, adjusting delivery schedules, and negotiating in sole source environments.
