Job Summary

This Supervisory Civil Engineer position is located in the District Department of Transportation (DDOT), Traffic Safety Administration, Traffic Signals and Engineering Division (TSED) with responsibility for leading the Traffic Engineering team. TSED is responsible for multi-modal operational analysis, design and construction of signals; and maintenance of traffic (MOT) for DDOT's projects. This position provides supervision and leadership to a multi-disciplinary team, including engineers and technicians, who are ensuring compliance with local and federal regulations for installation of exclusive bus lanes, protected bike lanes, pedestrian facilities, traffic signal systems, and road diets.

The Supervisory Civil Engineer will be responsible for planning, scheduling, and coordinating multi-modal operational analysis, design and construction of signals; and maintenance of traffic (MOT) for DDOT's projects. Reviews traffic models such as Synchro and VISSIM; and represent TSA's position with internal DDOT administrations, consultants, stakeholders, and other agencies. The position will need to be able to tell the story of these complex models in a manner that the audience understands and should have demonstrated expertise in traffic modeling

Duties and Responsibilities

Makes staff selections, recommends promotions, provides performance ratings and standards and necessary training, approves/disapproves leave, initiates necessary disciplinary action, and assigns, adjusts, directs, and reviews staff work, as of the changes in governing and related regulatory, legislative matters, or agency matters which impact the performance of duties. Explains and gains support of employees for management changes, policies, and goals. Plans, directs, and coordinates a variety of program operations and activities related to division operations and the review of design plans, specifications, and cost estimates, etc. As a technical authority, works closely with the supervisor in managing the day-to-day aspects of multi-million dollar projects.

Works collaboratively with the Program Managers in identifying stakeholder concerns, community interests, public utility company concerns, and information received from non-traditional transportation agencies such as the Police and Fire departments, and the Department of Public Works. Participates in public and community meetings with Advisory Neighborhood commissions, the media, Civic Associations, and other special interest/community groups to communicate the status of project plans, the results of user needs assessments, project schedules, relevant standards, guidelines and/or trends impacting each project's scope, and design and construction, as needed to coordinate projects and/or resolve problems.

Qualifications and Education

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Work Experience (Preferred): Five years of progressive experience as an engineer; 4-year degree can be substituted with 2-year post-secondary education leading to an associate degree or a certification plus 10 years of additional experience in the transportation engineering industry.

Licenses and Certifications

A Professional Engineer (PE) licensure is required and must be maintained. All applicants with a PE license in a jurisdiction other than the District of Columbia will be required to apply for a DC PE license within 90 days of hire and will have 12 months to obtain a PE license within the District of Columbia or be terminated.

The incumbent must possess and maintain a valid driver's permit to operate motor vehicles.

Work Environment

The work is performed in the normal office setting and in-the-field, when investigating and analyzing street traffic conditions and conducting traffic studies, etc. Field work may bring the incumbent to construction sites and in contact with construction materials (soils, concrete, asphalt, steel, etc.).

Tour of Duty: Varies, Incumbent may be required to work weekends, evenings, and in on-call situations.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Promotional Potential: No known promotion potential

Pay Plan, Series and Grade: MS-0810-14

Collective Bargaining Unit (Non-Union): This position is not a part of a collective bargaining unit.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.

Incumbent is required to perform work after normal duty hours, attend community meetings, and may be required to be on standby duty status, 24 hours a day, seven days a week.
