Position Summary:
Performs a variety of technical level engineering support for both internal and external customers. This position provides support to the Engineering Permit Center for various plan review duties and to the Engineering Design team for various CADD modeling projects.
Essential Duties:
- Reviews private development plans, reports, and specifications for compliance to City standards.
- Performs technical level engineering support for internal and external customers.
- Reviews plats, site plans, and digital files for development plan review, legal descriptions and exhibits,
- and topographic maps.
- Utilizes a variety of technical engineering programs to review and evaluate data from water, sewer,
- drainage, and geotechnical reports.
- Responds to questions from the general public regarding engineering and permit topics.
- Conducts field observations of private development projects related to permits using checklists and
- General Engineering Standards.
- Utilizes AutoCAD Civil 3D to design various capital projects including pavement preservation projects,
- roadway reconstruction, parking lots, drainage structures, utilities, and facilities.
- Provides support to the City Permit Center.
- Represents the Public Works Department at pre-application conference (PAC) meetings.
- Reviews topographic survey information and mapping for the design of roads and drainage systems.
- Reviews electronic file submissions prior to plan approval.
- Creates quantity take-offs and cost estimates; prepares technical specifications for projects.
- Prepares drawings and graphics for survey plats, abandonments, dedications, legal descriptions, and
- maps.
- Researches existing infrastructure record drawings and performs field investigations.
- Maintains City CADD standards, engineering standard details, and specifications for the City.
- Calculates plan review and construction inspection fees charges including impact fees.
- Tracks drainage complaints using Lucity software.
- Coordinates with City streets division and/or property owners to resolve drainage issues.
- Responds to general inquiries and reviews single family residential, multifamily, and commercial
- building permits regarding FEMA floodplain requirements.
- Researches and identifies the availability of water and sewer service utilizing the digital Geographic
- Information System (GIS) mapping system, as-built plans, and field data.
- Performs other duties as assigned.
Qualifications:
Education and/or Experience:
Bachelor of Science Degree in Civil Engineering or related field; five (5) years of work in the field of civil engineering or construction, preferably with two (2) years of supervisory experience along with design/construction experience in new commercial, multi-family, and subdivision projects; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position.
Licensing, Certification, and Other Requirements:
Possess a valid Arizona driver's license or ability to acquire one within three (3) months of hire. Desire Certified Floodplain Manager (CFM) credentials and Arizona Engineer in Training (EIT) certification.

- Knowledge of basic surveying and mapping principals, GPS practices, and GIS database concepts for
- the development of survey maps and legal descriptions.
- Knowledge of Autodesk Civil 3D computer aided drafting software to develop models, 3D designs,
- maps, and reports.
- Knowledge of FEMA floodplain regulations and City floodplain ordinance.
- Skill in communicating, both verbally and in writing.
- Skill in coordinating with and giving and/or receiving work direction with the Engineering team and
- ensuring completion of all assigned tasks
- Skill in organizing, prioritizing, and accomplishing work within required timeframes.
- Skill in reading and understanding FIRM/Floodplain maps.
- Skill in reading, interpreting, and applying plans, specifications, codes, and regulations
- Ability to establish and maintain effective working relationships with all stakeholders.
- Ability to provide superior customer service while operating in a dynamic environment with diverse
- community interests and needs.
- Ability to understand and read plans and as-builts.
- Ability to exercise independent judgment.
Physical Demands And Working Conditions:
- Work is performed in a standard City office environment
- Clearly, concisely and effectively communicate in person and over the telephone
- Safely operates required equipment and City vehicle as needed.
- Safely exerts moderate physical effort including, but not limited to, lifting, carrying, pushing and/or
- pulling, etc. of objects and materials of moderate weight (35 pounds or less).
