Associate Civil Engineer (Wastewater Project and Construction Management)

East Bay Municipal Utility District (EBMUD) is currently seeking a motivated, experienced, and team-oriented Associate Civil Engineer to join the Wastewater Departments Project and Construction Management (PCM) Section. PCM section staff support implementation of the Wastewater Departments $480 million five-year Capital Improvement Program typically as construction managers of complex wastewater collection and treatment system infrastructure improvement and expansion projects as well as project managers for multi-disciplinary consultant design teams. This position provides unique opportunities to gain both construction and design management experience while working on wastewater treatment plant upgrades and traditional infrastructure rehabilitation projects.
The most competitive candidates will possess significant knowledge and experience in project management, design and construction management with a general understanding of wastewater treatment and conveyance processes and experience working in operating facilities. This individual should have experience in leading cross-functional engineering disciplines, preparing designs, managing consultants, directing the work of other engineers, and preparing and delivering technical presentations. The candidate should also possess excellent verbal and written communication skills, demonstrate good interpersonal skills with a teamwork-based approach, and work independently with minimal supervision.
The typical work week for this position requires staff to be present in the office for a minimum of three days per week.
Specific job duties include:
Managing the project construction phase by preparing and understanding construction contract documents (plans and specifications), understanding construction techniques, reviewing submittals and requests for information, negotiating change orders and claims, preparing cost estimates and project schedules, performing testing/training/startup activities, and managing the overall project budget, scope, and schedule.
To a lesser extent, managing the project design phase by preparing and administering consultant contracts; preparing supplementary design tasks; developing scope, budget, and schedule; reviewing engineering calculations and technical memoranda; identifying and recommending alternatives; resolving key issues; preparing project feasibility studies and life-cycle cost analyses; identifying and mitigating project risks; and developing construction documents.
The salary range is $12,842 per month increasing to $13,484, $14,158, $14,866, and $15,609 after 6, 18, 30, and 42 months, respectively.

Requirements1.A bachelors degree in an ABET-accredited civil engineering curriculum OR a California EIT Certificate.
2.Two years of civil engineering experience at a level comparable to or higher than EBMUDs Assistant Engineer class (four years professional level experience subsequent to obtaining the degree).
3.California registration as a Professional Civil Engineer.

2.Candidates must achieve a passing score on each test part to advance to the next step in the selection process.

4.Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.
5.The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
