A successful candidate will play an active role in the City of College Parks existing operational success. The purpose of the position is to plan, supervise, and assist with the provision of citywide electrical services. Successful performance helps ensure the safe, efficient, and reliable provision of electrical services to consumers.Independent judgment is required to identify, select, and apply the most appropriate of available guidelines and procedures as well as interpret precedents. This position is responsible for planning, organizing, coordinating, directing, and managing the activities of the electrical distribution system.

  • Plans, organizes, coordinates, and directs electrical engineering technicians and consultants in the design of distribution lines, substations, customer service, lighting control systems, and related engineering tasks necessary to maintain the electrical distribution system.
  • Directs and oversees the overall construction, maintenance, inspection, alteration, and repair of electrical lines and equipment, including writing specifications for equipment and materials ordered by the department, selecting the location of new construction, and determining the type of construction, hardware, and equipment to be used.
  • Prepares short and long-term plans for the department; analyzes the service requirements for residential, industrial, and commercial customers;
  • Seeks and evaluates bids by all contractors; reviews bids for contracts and monitors the work of contractors.
  • Orders and maintains equipment and materials necessary to keep work in progress from interfering with normal operations.
  • Assists with the preparation of the department budget, implements the departmental budget, and monitors expenditures regularly.
  • Meets with commercial and residential customers to discuss their requirements for present and future demands.
  • Plans future power construction needs for new areas such as subdivisions, strip malls, schools, and apartment complexes.
  • Oversees electrical distribution safety training programs for the department; plans, organizes, and instructs safety meetings on a daily, weekly, and monthly basis; coordinates with MEAG monthly safety meetings and training, and provides all safety equipment.
  • Performs other related duties as assigned.

  • Knowledge of the methods and practices involved in the construction, operation, maintenance, and repair of electric utilities.
  • Knowledge of the operation of electrical substations.
  • Knowledge of all safety requirements for tools, equipment, and handling of conductors.
  • Knowledge of electrical construction, maintenance, and repair practices and procedures.
  • Knowledge of the National Electric Code, the National Electrical Safety Code, the Southern Building Code as they apply to electric service connection and other codes related to the construction, maintenance, and repair of electrical utility line systems.
  • Knowledge of safety procedures.
  • Skill in the use of a computer and various electrical meters.
  • Skill in troubleshooting electrical problems.
  • Skill in the use of such tools and equipment as backhoes, trenchers, and compression tools.
  • Skill in working with high-voltage electrical lines and climbing utility poles.
  • Skill in operating heavy equipment, bucket trucks, line trucks, and other equipment used in the maintenance and repair of electrical lines.
  • Skill in the use of a computer and various electrical meters.
  • Ability to interpret and carry out complex oral instructions.
  • Ability to interpret survey plats and engineering design plans on utility line construction projects.
  • Ability to effectively coordinate, train, and supervise subordinate personnel.
  • Effective analytical and decision-making skills. Excellent communication (oral and written), organizational, and time management skills. Effective interpersonal skills and ability to work with diverse constituents.
  • Attention to detail and adaptability to a changing environment are extremely important, as well as dependability.
  • Demonstrate a high level of professionalism, initiative, resourcefulness, and personal accountability.
  • Moderate physical activity. Requires handling objects of average weight up to one hundred (100) pounds, standing and/or walking for more than four (4) hours per day, climbing poles, bending, crouching, or stooping, and using tools and equipment requiring a high degree of dexterity, and distinguish between shades of color.

  • Associate degree preferred;
  • Minimum of five (5) years of progressively responsible experience; equivalent combination of education and experience.
  • Certification as a Journeyman Electric Lineman required.
  • Possession of a valid Commercial Driver's License issued by the State of Georgia for the type of vehicle or equipment operated.
  • Experience in communicating with diverse communities, and in establishing and maintaining cooperative working relationships.
  • Proficiency in MS Office Suite, as well as knowledge and understanding of organization structure, workflow, and operating procedures.
  • Extensive hours and weekends will be required at times.
  • Pre-employment screening is required: criminal background check and drug testing.
