Job Appointment:Full Time

Work Schedule:Ability to work flexible schedule. This is a manager/supervisor position. Beginning April 2025 all manager and supervisor positions will be expected to report to their worksites full time. Alternate schedules may be available, but the typical work schedule is Monday through Friday, with occasional after-hours work required to support critical projects or address system issues. Remote workdays remain an option, to accommodate travel, or occasionally focus on major work projects.

Position Summary

As the AMI Project Manager, you will be at the heart of the day-to-day activities required to successfully implement AMI and a new Customer Engagement Portal across the utility's service territory. You will use your experience in implementing, integrating and delivering highly complex, multi-faceted projects to manage a project team and work closely with project consultants, vendors, project staff, end customers and other internal and external stakeholders to oversee that the scope, schedule, budget and quality are successfully delivered to Portlanders.

You will have regular interactions with the project team, including both project staff, contractors and vendors. You will assist key internal and external project holders by answering questions, evaluating requirements, overseeing change management activities, and ensuring effective communication about the project. Additionally, you will provide regular updates to the Steering Committee, leaders from partner bureaus, elected officials, the Portland Utility Board, community partners and customers.

You will use industry best practices and apply project management methodologies, such as the Project Management Body of Knowledge (PMBOK), to initiate, plan, implement, monitor and control, and close-out the project. You will also be responsible for or assist with capital budget management, design, permitting, construction management, environmental protection issues, and/or system implementation issues.

As an AMI Project Manager, you will:

  • Provide the leadership and energy needed to keep stakeholders aware and engaged with the AMI project over the life of the project. You will help identify internal and external project champions to help maintain the lifeforce of the project.
  • Work closely with the core project team and Diameter Consulting to execute on the established project management infrastructure for the AMI Project and ensure each stage gate for the project is sound so the project delivers the expected value for customers and the Bureaus.
  • Establish appropriate decision gates at clearly delineated stages of the project to ensure that project outputs/deliverables are completed and accepted by key stakeholders.
  • Appreciate that every input or decision made in a complex project can have impacts on multiple components of the project and will be able to work with your core team to analyze decisions efficiently and quickly.
  • Report to the Business Solutions Manager and work closely with employees from the Utility bureau, including the Executive Management, Engineering, Communications, and Customer Service teams. You will work with other bureaus including Procurement, Bureau of Technology Services, and Facilities, as well as several external entities (Diameter Consulting, vendors, community-based organizations, and customers).
  • Responsible for the capital budget management, and system implementation issues.
  • Provide facilitation, team leadership, and conflict management to create productive and results-oriented project teams.
  • Strengthen internal communications efforts to ensure bureau personnel understand equity definitions, expectations, standards, opportunities, and resources available.
  • Produce clear and relevant communication materials, reports, and presentations to guide decision-making and awareness for both technical and non-technical audiences.
  • Assess customer and business needs to define, plan, organize and manage large and complex, multi-million-dollar projects.

To Qualify

The following minimum qualifications arerequiredfor this position:

  • Minimum five years of progressive experiencemanaging complex programs or projects in technology, utilities, treatment, construction or related field. Proficient in contract management, vendor coordination, risk mitigation, and project control tools to ensure timely, cost-effective delivery.

  • Experience with the information systems project management and uses for these solutions beyond implementation.

  • Experience organizing and managing large and complex, multi-million dollar projects.

  • Experience in effective people management scheduling, training, motivating, mentoring, and promoting a diverse and inclusive workforce.

  • Experience establishing and maintaining working relationships with internal and external stakeholders such as diverse, under-represented communities, all levels of staff, staff of other agencies, business leaders, and others encountered in the course of work.

Although not required, you may have one or more of the following:

  • Bachelor's degree from an accredited college or university in a relevant field
  • Two (2) years in a supervisory role
  • Project Management Professional (PMP) certification
  • Public sector experience
