Civil Engineer II - Capital Projects

Reporting to an Engineering Manager in the Public Works Department, the Civil Engineer II performs professional-level and technically complex civil engineering work in connection with a variety of Public Works projects. This position is responsible for, but not limited to, duties such as analyzing, researching, planning, and designing of municipal structures and systems; reviewing development plans, and/or leading Civil Engineer Is or technical support staff in projects and work assignments; and reviewing and stamping work performed by unlicensed engineers. May be assigned to supervise temporary or seasonal positions within assigned section.

The Civil Engineer II classification is distinguished from Civil Engineer I due to professional engineer license requirement and work assignments of managing more technically complex design projects, and performance of responsibilities including reviewing and stamping work of unlicensed engineers.

  • Acts as a project manager analyzing, researching, planning and designing municipal structures and systems as assigned. Recommends changes in work methods, policies, and procedures to improve levels of service delivery and improve overall operating efficiencies.
  • Performs feasibility and engineering studies leading to conceptual designs and preliminary engineering estimates as assigned. Presents project alternatives, if applicable.
  • Leads and directs the work of Civil Engineer I and technical support positions within assigned project(s) (e.g. schedules work, coaches or trains as appropriate, and ensures timely completion of project design work). Refers all performance issues to immediate supervisor for resolution and participates in joint problem solving as appropriate.
  • Assesses environmental concerns related to assigned projects and assesses environmental impacts of project alternatives.
  • Routinely reviews work for accuracy, detects and prevents errors or mistakes that would prove costly or could seriously disrupt a City service or project. Makes efforts to modify workload to assist with an emergent problem, assignment, or project whenever feasible.
  • Prepares or assists with preparation of grant applications and supporting applications, studies, documentation, and data on assigned projects. The Civil Engineer II is actively involved in developing funding packages for various capital projects (including grant and loan proposals).
  • Completes and submits necessary permit and site plan review applications for assigned projects.
  • Establishes and maintains schedules for capital projects. Monitors and updates schedules and recommend options/alternatives for corrective measures when necessary.
  • Assists with land acquisition purchases and easements.
  • Assists in selecting and managing engineering consulting firm(s).
  • Prepares public notification plans for assigned projects. Contacts property owners to collect data, solicit support or to inform residents of current projects. May assist with distribution of construction notification letters. Handles complaints and answers questions regarding public facilities.
  • Responds quickly and appropriately to citizen inquiries, requests for service, and/or complaints.
  • Ensures all work complies with City public works development guidelines, policies, standards, and associated federal, state, and local laws and regulations.
  • Prepares isometric, perspective, and working sketches (primarily in AutoCAD and manually).
  • Prepares planimetric and topographic maps and prepares map from own field data.
  • Participates in the development and administration of the annual budget, which includes, but is not limited to, yearly budget, project briefs, maps, carryovers, and amendments. Monitors project expenditures.
  • May represent the City at inter-agency meetings, Council meetings, committee meetings, or with tribal governments, contractors or citizen groups which may require creating presentations for a variety of audiences as assigned.
  • Safely operate a vehicle to and from offsite facilities, inspection locations, or other locations necessary to perform assigned work.
  • May assist in inspection of construction projects for conformance to specifications and preparation of contract pay estimates. Assists with construction administration duties, including review of submittals, Requests for Information, Record of Materials documentation, material quantity review, as-built drawings, change orders and force account inspections.

Specific functions within Public Works include, but are not limited to:

Design Section :
  • Develops plans, specifications, and estimates for municipal construction projects, with a focus on facilities and park improvement projects. The position may also work on utility, transportation, and other miscellaneous projects.
  • Conducts plan review of capital construction projects for conformance to all standards, guidelines and specifications.
  • Assists Construction staff with administration or inspections as needed.
  • Assist City staff from other departments with procurement, hiring consultants, bidding and contracting to ensure staff are meeting all requirements.
  • Engage stakeholders from all City departments, Council Committees, Board of Park Commissioners, volunteer groups, foundations, community members, building owners, and lessees as applicable for successful project outcomes.

Other Duties Assigned
  • May supervise and oversee the work of part-time, seasonal, or temporary positions.
  • Performs other work as assigned.
REQUIRED QUALIFICATIONS:

At the Civil Engineer II Level ($9,611.39-$11,424.89)
A Bachelors degree in Civil Engineering or related field and AND four (4) years of civil engineering experience.

*May have a combination of experience, education, and training that would substitute for the above requirements.

SPECIAL REQUIREMENTS OR LICENSE(S):
  • Registration as a Professional Engineer (PE) in the State of Washington or equivalent license in another state and the ability to obtain a Washington State Professional Engineer license within six months of hire date.
  • Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position.
  • Must be attentive to job safety considerations and follows all required safety policies, procedures and techniques.
  • Must pass a thorough background investigation and successfully complete pre-employment medical testing for the ability to perform the essential functions of the position.
  • Must possess a valid Washington State drivers license at time of hire OR must obtain within thirty (30) days from date of hire and must have a driving record acceptable to the City and the Citys insurance carrier.
  • Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.
  • Emergency Management (NIMS/FEMA) certifications must be obtained within one (1) year of employment.

At the Civil Engineer I Level ($8,925.11-$10,609.14)
A Bachelors degree in Civil Engineering or registration as an engineer-in-training AND a minimum of one (1) year of engineering experience in construction design, water, stormwater, and/or wastewater.

At the Project Manager Level ($8,289.04-$9,851.66)
A Bachelors degree in Engineering, or Project Management OR certified as a Project Management Professional (PMP) AND a minimum of one (1) year of experience in project management or design of capital projects. OR An Associates degree in Engineering, or Project Management OR certified as a Project Management Professional (PMP) AND a minimum of three (3) years of experience in project management or design of capital projects. OR A H.S. Diploma or equivalent OR certified as a Project Management Professional (PMP) AND a minimum of five (5) years of experience in project management or design of capital projects. PREFERRED QUALIFICATIONS:
  • Certified as a PMP

Knowledge of:
  • Engineering, design and construction principles, practices, standards and familiarity with transportation related improvement projects.
  • Public Works construction observation techniques and field construction including: field measurement and inspection methodologies, procedures, and materials.
  • City standards, state and/or federal law, and codes and/or regulations related WSDOT specifications, DOH specifications or DOE specifications as applicable.
  • Administrative principles and practices of construction and managing/administering consultant contracts.
  • Surveying principles. Engineering mathematics, standards, practices and principles. Engineering calculators and programs.
  • Project management techniques and principles. Research methods and report preparation and presentation.
  • Methods, practices, and techniques of the maintenance, repair, and operation of streets and transportation systems, storm water systems, water, and wastewater systems.
  • Industrial first aid practices and pertinent safety regulations, standards
Skill In:
  • Planning, developing and preparing design drawings for utility, street, signal, transportation, or public works building and facilities projects as applicable.
  • Reading, interpreting and understanding specifications, drawings and field surveys. Interpreting, applying and explaining rules, regulations, policies and procedures. Representing the City effectively at public meetings and work with the public. Applying project management techniques and principles.
  • Directing the maintenance of a variety of assigned reports and files; and preparing, maintaining and reviewing both narrative and statistical reports. Strong contract negotiation and interpersonal skills.
  • Use of personal computer and assigned software to perform engineering tasks (e.g. GIS, AutoCAD, database, spreadsheet, desk top publishing, modeling, and other software).
Ability to:
  • Determining or assisting with project budgets, resources, and timelines to complete projects from conceptualization to finish.
  • Monitor day-to-day operations and anticipate and troubleshoot problems where needed.
  • Frequently use professional judgment in analyzing engineering data and system problems.
  • Regularly takes initiative in recommending changes in work methods, policies, and procedures to improve levels of service delivery, overall operating efficiencies, and safety.
  • Accurately calculate complicated engineering formulas and assessments.
  • Perform technical duties of section responsibilities in accordance with accepted engineering and design review practices.
  • Demonstrate technical skill in use of personal computer and/or use of GIS, AutoCAD, database, spreadsheet, desk top publishing, modeling, and other software to complete tasks.
