PURPOSE OF CLASSIFICATION The purpose of this classification is to supervise, coordinate, and conduct the day-to-day operations of the Fire Prevention division, including supervising assigned personnel, inspections and plan review, fire investigations, and fire and life safety education programs. The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
PERFORMANCE APTITUDES
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Manages and oversees daily work activities of an assigned staff, including firefighting operations, emergency medical operations, and prevention operations; organizes, prioritizes, and assigns work; develops work schedules to ensure adequate coverage; delegates assignments to and placement of personnel on assigned shift; schedules leave time and reviews usage; monitors status of work in progress and inspects completed work; schedules and conducts shift meetings; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
- Assumes command or appropriate staff position at fire/emergency scenes; assesses/evaluates incident scenes; initiates and maintains communications; determines overall strategies and necessary allocation of manpower and equipment; issues orders to the company; ensures utilization of proper methods to suppress/control fires, protect life and property, and preserve evidence; ensures safety of fire and emergency personnel, as well as victims and bystanders.
- Assists with formulating and developing work methods and practices, policies, standard operating procedures, training programs, and general orders; implements departmental rules and regulations; explains, interprets and enforces policies and procedures; instructs and directs personnel regarding proper procedures and protocol of the department; maintains current manuals, policies/procedures, bulletins, and other documentation for reference and/or review.
- Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
- Acts as the principal enforcing officer of and expert regarding fire codes; interprets code requirements; confers with other departments, agencies and the general public regarding the application of local, state and federal codes and ordinances applicable to fire safety and prevention; provides critical building information to fire staff and operational units; provides technical expertise to and testimony in court as needed.
- Provides command and control structures and search and rescue functions during natural and mad-made disasters; establishes and dispatches damage survey teams; compiles relevant information and data, including estimated damage in dollars; establishes priorities; assigns responsibilities; determines allocation of man power and equipment; issues orders and directions.
- Oversees and schedules general maintenance tasks necessary to keep vehicles, buildings, quarters, apparatus, equipment and tools in operable condition; monitors equipment operations to maintain efficiency and safety; reports faulty equipment for necessary maintenance work.
- Supervises and conducts field inspections of new and existing buildings and special event venues to ensure compliance with all adopted local, state and federal fire prevention and life safety codes and ordinances.
- Supervises and receives, reviews and analyzes building site plans, architectural drawings and other documentation to determine minimum compliance with appropriate codes and ordinances; reviews and analyzes code compliance of fire alarm systems, fire suppression systems, hydrant flow calculations, occupancy and load capacities or other items.
- Supervises and conducts code enforcement activities; investigates complaints of unsafe construction, unsafe conditions of construction or occupancy and other complaints; identifies code violations and initiates any actions necessary to correct deviations or violations.
- Meets with architects, engineers, property owners, and other individuals to answer questions and discuss violations; provides advice and direction regarding minimum code compliance and corrective actions.
- Supervises and issues code compliance notices, official correction notices and stop work orders to inform violators of discrepancies and compliance deadlines; performs follow-up site inspections as needed; manages appeals processes; and presents code enforcement cases to Code Enforcement Board as needed.
- Supervises and conducts the investigation of suspected arson; gathers and preserves evidence; interviews witnesses, photographs and diagrams fire scenes, analyzes fire scenes and evidence to determine cause, origin, circumstances and pattern of fires; assembles and maintains case files and physical evidence; notifies State Fire Marshal as required by law.
- Develops, plans and participates in fire prevention and fire safety education strategies and programs; answers public inquiries on fire prevention matters; makes periodic public presentations to clubs, schools and other organizations on fire prevention and safety; attends community meetings and participates in community events.
- Responds to complaints and questions related to department operations; evaluates/responds to various requests for service/assistance from the public; provides information, researches problems, and initiates problem resolution.
- Supervises and maintains records of work activities; documents findings in narrative and statistical reports; reviews all reports submitted by subordinates; drafts written summaries and submits reports to Fire Chief.
- Assists with the development and administration of the annual budget; makes recommendations regarding funding levels for personnel, as well as capital expenditures for facilities and equipment; monitors expenditures to ensure compliance with approved budget.
- Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains an awareness of new equipment, procedures, trends and advances in the profession; reads professional literature; maintains professional affiliations; participates in continuing education activities; attends meetings, workshops and seminars as appropriate.
- Operates a vehicle, technical testing equipment, a personal computer, general office or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

- Must possess and maintain a valid Florida Driver License, "Class E," with a driving record that meets or exceeds minimum City standards.
- Bachelor's degree in Fire Science or other related field; supplemented by 4 years of progressively responsible supervisory experience in fire safety, prevention, and suppression methods, fire inspections, plan review and/or code enforcement, equipment and supplies; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
