The Utilities Estimator will work closely with the Preconstruction and Engineering teams to prepare accurate, competitive, and well-documented cost estimates for civil utility scopes involving hydro, telecommunications, and gas.

Job Description
Responsibilities:
- Develop and coordinate detailed cost estimates and takeoffs for hydro, gas, telecom, and other dry utility scopes.
- Analyze construction drawings, specifications, and related documents to fully understand the scope of work and potential risks.
- Liaise with suppliers and subcontractors to obtain up-to-date pricing and support accurate bid submissions.
- Support the preparation of budgets, proposals, and bid packages in collaboration with the Chief Estimator and Estimating team.
- Assist in the evaluation of design changes, value engineering alternatives, and bid clarifications.
- Maintain an up-to-date cost database and unit price history for dry utilities work.
- Ensure that all estimating deliverables align with corporate guidelines, safety requirements, and local regulatory standards.
- Prepare comprehensive quantity takeoffs, summaries, and scope narratives to support tender packages and internal costing reviews.
- Maintain well-organized documentation of pricing assumptions, historical costs, and bid clarifications for future reference.
- Collaborate with procurement teams to align material and subcontractor pricing with scope-specific needs during preconstruction.
- Engage vendors and suppliers early to validate material availability and lead times.
- Work independently on estimates while collaborating across departments to ensure alignment on scope, constructability, and risk considerations.
- Proactively flag discrepancies and potential cost impacts to the project team.
- Communicate clearly with design, engineering, and construction teams to understand scope assumptions and constraints.
- Support alignment of estimating deliverables with project planning and execution strategies.
- Other duties as assigned, related to estimating and preconstruction support.
Required Skills and Competencies
Key Competencies:
- Excellent numerical and analytical skills with a strong attention to detail.
- Strong knowledge of utility installation practices, permitting processes, and construction methods.
- Clear communication skills and ability to work collaboratively with multiple stakeholders.
- Proactive problem-solver with the ability to manage competing priorities and meet tight deadlines.
Experience:
- 7+ years of experience in civil estimating or utility estimating, specifically focused on dry utilities such as hydro, gas, and telecom.
- Experience with large-scale infrastructure projects is preferred.
- Proficiency in estimation software (e.g., Bluebeam, HeavyBid, Excel) and familiarity with drawings and utility coordination requirements.
Education:
- Diploma or Degree in Civil Engineering Technology, Construction Management, or a related discipline.
Certifications:
P.Eng. or GSC is considered an asset but not a requirement.
