Why does the job exist?

The purpose of this position is to manage all the maintenance requirements of NMDOT District Two. The Physical Plant Manager is responsible for providing maintenance and required services to 84 building structures, 3 rest areas, and 17 fueling stations. Additionally, the position ensures that facility equipment and systems are maintained at an optimum operating capacity to ensure the safety of employees. The position will develop and monitor service contracts to ensure the work is properly performed, the quality of work meets requirements and that all invoices are accurate and approved. Provide supervision, guidance and technical knowledge to four direct reporting staff. The position ensures the safe, efficient, and reliable operation of the building infrastructure.

How does it get done?

-Maintenance and upkeep of the building structures, rest areas, and fueling stations by adhering to policies and procedures to ensure compliance with State and Federal requirements

-Participate in Upper Management meetings and planning sessions as they relate to the goals and missions of the department

-Maintain equipment and systems at optimum operating capacity by utilizing the work order system

-Adhere to preventative maintenance schedule to ensure the longevity of equipment and systems to avoid unnecessary monetary losses and minimize down time

-Ensure key control and tool control requirements are met per policy and procedure

-Perform quality control through preventive maintenance program to ensure building systems remain safe and functional and keep weekly and monthly records based on State and Federal requirements

-Manage, coordinate and direct maintenance employees and review quality of work

-Supervise staff, making sure employees adhere to policies, procedures, directives, and State regulations

-Complete employee evaluations for subordinate employees

-Assure repairs are completed in a timely and professional manner

-Approve requisitions for supply, tools, materials, and equipment required by maintenance employees and ensure budgetary needs are met

-Blueprint reading and understanding of building plans, electrical, mechanical, and schematics to troubleshoot repairs that need to be performed

Ideal Candidate

The ideal candidate will have:

-At least four (4) years of professional level maintenance experience.

-At least two (2) years Supervisory experience.

- familiarity with applications of building codes and regulations, basic electrical, plumbing, ventilation, maintenance and custodial operations.

- demonstrate the ability to repair and maintain machines, mechanical equipment, building structures. Maintain heating, cooling, and ventilation.

- may have HVAC Certification (MM-3), Mechanical License (MM-98) and General Building License (GB-98)

- demonstrate technical expertise to trouble shoot operational and mechanical problems and contact vendors to assess and properly provide routine and emergency services and repairs

- demonstrate the ability to maintain fiscal management; preparing purchase requests, creating annual budgets, establish purchasing contracts and approving invoices for payment.

- demonstrate the ability to listen effectively, clarify information as needed, and makes point of view in a clear and convincing manner

- demonstrate experience managing staff, providing training and technical assistance

- demonstrate the ability to collaborate professionally with a variety of personnel, from technical staff to senior level positions.

-Experience planning and organizing maintenance projects

-Experience with procurement code and ability to order and obtain needed materials.

-Strong communication skills

-Understanding of various maintenance issues to include plumbing, electrical and H-VAC

Minimum Qualification

High school diploma or equivalent and three (3) years construction experience to include familiarity with application of building codes and regulations, basic electrical, plumbing, ventilation, maintenance, and/or custodial operations; building trade experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required experience. Some positions may require any/all of the following:

HVAC Certification (MM-3)

Mechanical License (MM-98)

General Building License (GB-98)

Employment Requirements

Must possess and maintain a valid New Mexico Class "A" Commercial Driver's License.

Employment requires successful completion of post offer pre-employment physical exam and drug test and is conditional pending results. Business and/or personal reference checks and driver's license verification are also required, and employment is conditional pending results.

Working Conditions

Work is performed indoors and outdoors in varying weather conditions; may work irregular hours; lift up to 50 pounds; standing, kneeling, walking; physical expenditure. Ability to work safely with dirt, soils, fertilizers, herbicides, fungicides and pesticides. Frequent temporary assignments that require travel and possible overnight stays.
